AUS PUBLIC ART & ART IN PUBLIC PLACES – COLLECTIONS MANAGEMENT Public Art has been sited and installed at AUS since opening in 1999. Currently there are nearly 30 Artworks permanently situated in and around the Airport. Many of which are on public display. Some are in storage. Acquisition of such Artworks happens through various ways: gifts, Art in Public Places (AIPP) program, non-capital construction funds and airport revenue funds. Artwork acquired outside of the AIPP program shall not be considered Donations or Loans. Abiding by the CITY OF AUSTIN ARTWORK DONATION AND LOAN POLICY, the Collection Management Policy as prescribed below complies with Section VI. EXCEPTIONS TO THIS POLICY (policy meaning Donations and Loans). Artworks acquired or borrowed as part of any City entity with an adopted Collection Management Policy (see II. Definition of Terms), AND managed by a visual arts professional on staff, OR managed through an outside contract with a professional visual arts contractor, do not require review under this policy. Artworks donated to such a facility for its collection shall follow the review process defined under the entity’s adopted Collection Management Policy. Art in Public Places (AIPP) In 1985, the Austin City Council passed the Art in Public Places ordinance to establish a percentage of eligible capital improvement project (CIP) budgets as a set-aside commitment to commission artists or purchase art for City-owned property and facilities. AUS recognizes the City of Austin Art in Public Places Ordinance. CHAPTER 7-2. - ART IN PUBLIC PLACES. MUNICIPAL CODE (1985): Chapter 7 LIBRARIES AND CULTURAL ACTIVITIES Except as otherwise provided in this section, the Council shall appropriate an amount equal to at least 2 % (two-percent) of the construction costs of a project to select, acquire, and display art. From time-to-time, AUS will endeavor distinct infrastructure projects not funded through the usual Eligible Capital Projects method. Not all AUS construction projects are subject to the AIPP Ordinance allocation. Projects such as this will be reviewed on a case-by-case basis to determine impact and viability for a public art opportunity. In the event AUS affirms an opportunity for public art, AUS at its sole discretion, will determine the appropriate public art project management implementation. COLLECTION MANAGEMENT POLICY This section of this plan that establishes records keeping, acquisitions, care and maintenance of Artworks in the Airport’s Public Art Collection. Operations AUS Arts Manager. Aviation Guest Services Art + Music Manager shall provide leadership in the planning, development, implementation, and evaluation of public art and related activities including AIPP; and works collaboratively with AIPP staff to support best practices for implementing projects at AUS. Persons serving in this role are qualified visual arts professionals and qualify to oversee and enforce the Collections Management Policy instated for AUS. Collections Management. A process that defines procedures governing selection, commission, acquisition, design, fabrication, installation, accession, maintenance, repair, 1 long-term care and deaccession of the owned and loaned artworks, cultural artifacts and other objects within the ownership of the City at AUS. Collection Management Policy. Means this policy in which procedures are established for governing selection, commission, acquisition, design, fabrication, installation, accession, maintenance, repair, long-term care and deaccession of the owned and loaned artworks at AUS. For all following processes AUS Arts, unless otherwise desired or deemed necessary, will coordinate with AIPP Collections Manager or hired arts professionals to oversee care and maintenance of items and objects acquired through AIPP process and follow industry best practices for public art acquired through other means. 1. ARTIST SELELCTION and ARTWORK COMMISSION. As required by the AIPP Ordinance, AUS Arts will follow requisite Guidelines to develop the overall Artwork project approach, determine the method of artist selection, and Selection panel composition. Iterative steps for selection of Artists and Commission of Artwork shall follow the Guidelines detailed below as mutually agreed to between AUS Arts and AIPP. 2. ACQUISITION, DESIGN, FABRICATION, INSTALLATION. GUIDELINES A. AUS Arts, overseen by Aviation Art + Music Manager, shall be responsible for visioning, planning, and developing all public art opportunities and providing guidance for project management of any permanent art funded through CIP or other Aviation funds to ensure consistency with AUS Design Standards and the AUS Arts Plan. B. AUS Arts will have primary oversight of planning of AIPP projects at AUS, including but not limited to coordination and implementation of developing artwork scopes, artist correspondence, project scheduling, design, fabrication, installation and maintenance. C. When applicable and necessary, AUS Arts will liaise with EDD to manage all tasks and resources necessary to attract, solicit, select and contract with artists in order to acquire public art and AIPP projects for AUS. D. Notwithstanding the process set forth in these Guidelines; the following outlines the AIPP ordinance, Ordinance Guidelines and EDD processes to be followed by AUS Arts: AIPP Panel and Arts Commission approvals Artist solicitations (Call to Artists/RFQ) (Public Artist.org or other submission platform) Artist submittal reviews and selection process (panel of arts professionals, AIPP Panel member liaison, with advisement from AUS/Planning and Development Division) Request for Council Action contract approvals Artist contract and project management (Aviation AIPP Coordinator) Contracting and invoice processing through EDD or AUS finance Contract and Insurance compliance through EDD or AUS finance AIPP project close-out 2 E. Upon completion of each Aviation AIPP project, coordination with public information of both Aviation and EDD should be considered for a successful close-out and community celebration 3. ACCESSION. AUS, on behalf of the City, shall accept the legal ownership of all acquired Artworks and shall ensure accurate records management of the fabrication, care, maintenance, conservation, and valuation of said Artworks (permanent and temporary) sited on Airport property. 4. ART MAINTENANCE: Subsection 7-2-10 (A) The City Department at which art is displayed is responsible for maintenance of the art. (B) The responsible City department shall obtain the approval of the Art in Public Places administrator before performing art maintenance. (C) The responsible City department shall perform art maintenance in accordance with the City's contractual obligations relating to the art, if any. An assessment of the Collection shall be performed every three years for the purpose of tracking the fair market value of each artwork and maintaining an appreciating assets schedule. A separate survey shall be conducted for insurance purposes as needed. The survey shall provide condition analysis with estimated costs for care and maintenance of Artworks installed in around the airport. AUS shall ensure all public Artwork is maintained and displayed in accordance with appropriate standards. Maintenance and conservation shall be conducted by qualified art conservators when necessary, or by maintenance technicians who have acquired the skills to maintain the Artwork through specialized training by a conservator, art handler or Artist. A comprehensive maintenance and conservation schedule shall be established based on cleaning demand or maintenance priorities as recommended by the Artist or qualified art conservator. Detailed records of all cleaning, conservation and maintenance treatments shall be kept and maintained by AUS Arts. An annual Artwork maintenance fund shall be established and maintained as an AUS Arts budgeted line-item based on the maintenance needs determined by the annual Artwork maintenance schedule. 5. Deaccession. From time-to-time it may be necessary and appropriate to recommend removal or Deaccession of an Artwork. AUS shall retain the right to recommend Deaccession of any Artwork if said Artwork cannot be cared for properly, poses a hazard to staff or the public, is prohibitive to maintain, is impacted by construction and cannot 3 be relocated in part or in whole without compromising its integrity, is inauthentic, or conflicts with the values and mission of AUS. AUS shall deliberate in its recommendations for Deaccession. Decisions for Deaccession shall be independent of extraneous influences, individual artistic taste, and public opinion. AUS shall coordinate with AIPPA staff to follow the AIPP Deaccessioning Policy and to submit Deaccession recommendations to AIPP Panel and Arts Commission only where extenuating circumstances exist. If Deaccession is necessary. Should Deaccession be deemed an acceptable recommendation and approved by all necessary parties, the City shall determine the best course of action for the Artwork based on the AIPP Panel and Arts Commission’s recommendations. 6. Outgoing Loan of Artwork. Artwork in the Collection may be loaned out to reputable organizations and institutions at the discretion of AUS Executive leadership with advisement from AUS Arts when special and unique circumstances arise. When appropriate and necessary, AUS Arts shall confer with AIPP on appropriate measures for compliance. Borrowing organizations and institutions will be required to enter into a loan agreement with the City of Austin for the duration of the loan. All exhibit items or objects shall be declared on an itemized inventory form and shall be insured and maintained by the borrowing organization or institution during the entire term of the loan, including during transport and installation. Incoming Loan of Artwork. Artwork borrowed by AUS Arts, for the purposes of temporary display, exhibition and installation in interior or exterior spaces of AUS for a prescribed duration of time. Artwork on temporary display as a part AUS Arts Changing and Rotating Exhibits program shall not be considered Donations or Loans. 4
