ARTS COMMISSION MEETING MINUTES August 15, 2022 ARTS COMMISSION REGULAR MEETING MINUTES August 15, 2022 The Arts Commission convened in a Regular Meeting on August 15, 2022, at Austin City Hall, Board & Commissions Room at 301 W 2nd Street in Austin, Texas. Chair Zisman called the Arts Commission Meeting to order at 6:05 PM Board Members/Commissioners in Attendance: Celina Zisman - Chair, Lulu Flores, Acia Gray Board Members/Commissioners in Attendance Remotely: Heidi Schmalbach - Vice Chair, Brett Barnes, Felipe Garza, Amy Mok, Michelle Polgar, Rick Van Dyke PUBLIC COMMUNICATION: GENERAL None APPROVAL OF MINUTES Approve the minutes of the Arts Commission Special Called Meeting on July 18, 2022. The minutes from the meeting of July 18, 2022 were approved on Commissioner Gray’s motion, Commissioner Schmalbach second on a 6-0 vote with Commissioners Barnes, Keeton, Mok, and Polgar absent. DISCUSSION ITEMS Discussion of Chair’s Report regarding Next Generation of Arts Commissioners by Chair Zisman A report was made by Chair Zisman. Discussion of the Art in Public Places Liaison Report by Commissioner Gray A report was made by Commissioner Gray. Discussion of the Austin Economic Development Corporation/Cultural Trust Advisory Committee by Austin Economic Development Corporation Board Member Carl Settles A presentation was made by Board Member Settles. Staff briefing regarding an update on the Hotel Occupancy Tax by Laura Odegaard, Cultural Investment Program Manager The presentation was made by Laura Odegaard, Cultural Investment Program Manager in the Economic Development Department. Staff briefing regarding the Cultural Arts Funding Programs by Meghan Wells, Cultural Arts Division Manager, and Laura Odegaard, Cultural Investment Program Manager The presentation was made by Meghan Wells, Cultural Arts Division Manager in the Economic Development Department. DISCUSSION AND ACTION ITEMS Approve the Final Design for the Gustavo “Gus” L. Garcia Recreation Center Art in Public Places Project Approve the Selection Process Recommendation for the Brownie Neighborhood Park Art in Public Places Project Approve the Selection Process Recommendation for the Emma Long Metropolitan Park Art in Public Places Project Approve the Selection Process Recommendation for the Highland Neighborhood Park and Reznicek Fields Art in Public Places Project Approve the Selection Process Recommendation for the Oertli Neighborhood Park Art in Public Places Project The motion to approve Items 11 - 15 on consent was approved on Commissioner Flores’ motion, Commissioner Gray’s second on a 9-0 vote with Commissioner Keeton absent. Discussion and possible action on the document drafted by the Art Neighborhoods Working Group The document was discussed, no action taken. Update from Joint Working Group for Joint Cultural Committee with Commissioner Polgar (chair) and working group members from the Quality of Life Commissions Commissioners Gray and Zisman will discuss with Commissioner Polgar. Update from Public Private Partnership (P3) Working Group Commissioners Barnes (Chair), Schmalbach, Flores, and Mok Update was given by Commissioner Barnes. Update from Quarterly Arts Community Commission Meet-ups Working Group with Commissioners Barnes, Garza (chair), Gray, and Zisman Update was given by Commissioner Barnes. Update from Emergency Funding and Proactive Strategies for Future Funding Working Group with Commissioners Flores, Polgar, Schmalbach, Van Dyke, and Zisman (chair) Update was given by Commissioner Zisman. Update from Art Neighborhoods Working Group with Commissioners Gray, Mok, Zisman, and Van Dyke (chair) Update was given by Commissioner Van Dyke. A motion to reconsider Item 16 was approved on Commissioner Flores’ motion, Commissioner Schmalbach second on a 9-0 vote with Commissioner Keeton absent. ITEMS FOR INFORMATION Various items were discussed. FUTURE AGENDA ITEMS Possible future agenda items were discussed. ADJOURNMENT Chair Zisman adjourned the meeting at 9:04 p.m. without objection. The minutes were approved at the September 19, 2022 meeting on Commissioner Polgar’s motion, Commissioner Gray second on a 9-0 vote with Commissioner Schmalbach absent. 3
