Dove Springs Health Facility AIPP project Selection Process Recommendations ARTS COMMISSION JUNE 29, 2022 APH | Dove Springs Health Facility Background • Multiple past floods in the Dove Springs area have highlighted the lack of public health, basic needs, preventive health care, and employment support services in this neighborhood. Constructed in the late 1970s • The City Demographer's data shows that the 78744 is one of the low- income city areas with the high minority population density. • Closest Health Facility is over an hour away by public transit • New facility will be 2 story, 16,000 sq ft. • Including immunization clinic, neighborhood center, WOC clinic, childcare, multi purpose space and staff offices AIPP project goals • Creates an iconic artwork that identifies the Dove Springs area as a strong multi-generational and multi-cultural, historically-family neighborhood; • Reflects a welcoming, healing, and caring place of protection; • Visually or physically integrates educational elements that promotes • early childhood development; Is safe, easily maintained, and vandal resistant in an exterior environment; and • Enriches or adds to the depth/breadth of the City of Austin’s public art collection. APH | Dove Springs Health Facility Amado Castillo Jury Comments:​ “My justification in recommending Amado Castillo as a finalist is based on the artist's dedicated number of years to art and the strong community influence that inspires his work. By selecting this artist as a finalist , AIPP would be satisfying the community's request to have an artist with lived experience. Plus, the artist's resume is conservative and by granting this to Amado a life changing opportunity is being actualized. Through Amado's short answer questions, it is evident that he understands the significance of the health facility, cares about the community and has the skills to create a piece that will speak to the residents of Dove Springs. ” “This artist has some very nice, compelling mural work that could translate very well to the scale for the building. It is also very important that he lives in the community. ” Selection Process Recommended Artist: Exterior wall APH | Dove Springs Health Facility Melissa Borrell Jury Comments:​ “My justification in recommending Melissa Borrell is based on the artist's strong application. It reflected solid experience and a solid understanding of public art. I was also intrigued by the advisors input on how beautiful her work is. In reviewing the works of Melissa, it came across as being quality art and creatively strong. Overall I believe that Melissa has an aptitude for public art and that she has the ability to create and contribute a unique piece of art.” “ I like the idea that her work could be applied on the wall to create a layered, colorful artwork that is reflective of the community and could easily tie into the architectural cultural theme established with the community.” Selection Process Recommended Alternate : Exterior wall Pavilion shade structure Budget: $110,000 A foundation platform will be provided at measuring at approximately 18’x 42’. The artists will design, fabricate and install a shade structures that will serve as a meeting place. APH | Dove Springs Health Facility Mai Gutierrez Jury Comments:​ “My justification for selecting this artist was based on the skills presented by the artist both on her resume and images. It was evident that the artist has been mentored by an established artist and has had experience in designing and creating high quality installations. While her skills are evident, my recommendation weighs in heavily on the artist lived experience in Mexico and her short answer replies. “ “Mai Gutierrez: The qualities, skills, education, and experience that make a Mai Gutierrez an acceptable candidate for the $110K Pavillion commission are as follows: Gutierrez holds a masters in architecture from the prestigious Savanna school for design. Not only does she speak Spanish, but She was also born in Mexico and is of Latinx heritage which is shared with the majority of the residents of the Dove Springs area” “ My justification for selecting this artist was based on the skills presented by the artist both on her resume and images. It was evident that the artist has been mentored by an established artist and has had experience in designing and creating high quality installations.
