Quinquagenary by Flash Collective (Veronica Ceci) TEMPO 2021 Final Design Approval AUSTIN ARTS COMMISSION JULY 21, 2021 TEMPO | 2021 As a reminder—and for the benefit of out new Commissioners‐‐TEMPO 2021 is funded through Hotel Occupancy Tax. This year it will be a 12‐month, exterior exhibition to connect tourists and convention delegates to Austin culture through public art. The program is open to 2D, 3D, sound and time‐based artists. 10 short‐term or time‐based exterior artworks • Austin Public Library Branch locations (one per district) • One year installation exhibition • Virtual speaker series ‐ each artist at each location • Video summary of all ten artworks Program Facts and Project Goals TEMPO 2021 artworks and speaking engagements will be featured on Visit Austin P R O J E C T G O A L S • Expose citizens to contemporary artworks by local artists; Foster engagement between artist, artwork and the community; Link local artists with resources and city assistance to develop skills and Facilitate public discussion, civic dialogue, and collaborative partnering Promote new interest and increased participation in, and focus on, Promote tourism and the convention and hotel industry through arts • • • • • experience; for programming; public art; activity. F I N A L D E S I G N TEMPO | 2021 Quinquagenary Flash Collective (Veronica Ceci) Seven historically significant portraits will be projected on the floor of the Willie May Kirk Branch Library lobby in silhouette. The artist proposes swapping out existing lighting fixtures with metal sconces and special LED bulbs to achieve crisp, readable imagery. Names of the subjects to appear on the sconces in calligraphy. Concept: With this project, the artist intends to celebrate and create awareness for seven women who were founding members of the first ever Human Relations Commission in 1968. Willie Mae Kirk‐‐ for whom this library branch was named‐‐was one of those women. Final portraits will look similar to this image of Connie Moreno. Proposed Budget: $3,675 District 3 Willie May Kirk Branch Library F I N A L D E S I G N TEMPO | 2021 Quinquagenary Flash Collective (Veronica Ceci) The artist's revised design addresses requested changes she received from Panel in the following ways: • Artist contacted over 20 organizations to collect era‐specific photos for all seven women • Artworks will be clustered at a single entrance rather than dispersed over the entire area • Names of women will be on the sconce rather than projected for better visibility/readability • Artist conducted more research into lighting products and projection methods and scaled portraits down for a clearer projected image Approved by AIPP Panel on June 7, 2021 (6‐1) Proposed Budget: $3,675 District 3 Willie May Kirk Branch Library Final images of all the women will look similar to this image of Willie Mae Kirk. F I N A L D E S I G N TEMPO | 2021 Brighter Days Ahead Olaniyi R. Akindiya Steel plates are CNC cut in the shape of a circle and mounted to a center pole. Abstracted human figures are also cut into the steel. This freestanding sculpture explore the cultural traditions of what parents pass on and are continued by the new generation. Text that reads "BRIGHT DAYS AHEAD" will be CNC cut into the steel. Illustrates immigration of cultures, religions, traditions, beliefs and fashions. District 10 Howson Branch Library Proposed Budget: $10,000 F I N A L D E S I G N TEMPO | 2021 Brighter Days Ahead Olaniyi R. Akindiya The artist's structure and foundation design has been modified per review by City of Austin structural engineering staff. In addition, the artist addressed AIPP Panel concerns in the following ways: • Structure will not be easily climbable (no footholds) • Overall size was reduced from 96" diameter to 72" • Center portion will have a locking pin to hold rotating diameter center in place. Per standard AIPP practice, staff will work with artists to ensure the built work meets City safety expectations. Approved by AIPP Panel on June 7, 2021 by unanimous vote (7‐0). F I N A L D E S I G N TEMPO | 2021 Austin Storybox Adrian Armstrong Dawn Okoro Anthony "Mobley" Watkins II A four‐sided box (8' x5' x5' ), each side bearing a life‐sized portrait of an elder Black Austin artist. A solar‐powered, low‐volume audio playback system attached to a motion‐ proximity sensor broadcasts a piece of documentary sound art composed of recordings made by Mobley in participation with the subjects.
