ART IN PUBLIC PLACES PANEL Regular Meeting Minutes The Art in Public Places Panel convened a regular meeting on Monday, May 4th, 2020 via WebEx. Panel Vice Chair Tammie Rubin called the Meeting to order at 6:04 PM. Panel Members in Attendance: Vice Chair Tammie Rubin, Arts Commission Liaison Brett Barnes, Panel Members Sarah Carr, Stephanie Lemmo, Joel Nolan, and Jacob Villanueva. Staff in Attendance: Sue Lambe, Laura Odegaard, Marjorie Flanagan, Curt Gettman, Frank Wick, Alex Irerra, Maria Teresa Bonet, Art in Public Places. CITIZEN COMMUNICATION: GENERAL None. 1. APPROVAL OF MINUTES a. The minutes from the meeting on Monday, March 2nd, 2020 were approved on the motion of Panel Member Villanueva, Panel Member Carr seconded. Passed 6-0-0. 2. CHAIR’S REPORT The Vice Chair reported that it was unfortunate the final AIPP Panel meeting of outgoing Chair McCray was unable to take place due to the pandemic and that his voice will be missed on the panel. There is interest in a card or some type of thank you for McCray’s service on the AIPP Panel. 3. ARTS COMMISSION LIAISON REPORT The Arts Commission Liaison reported that he was unable to attend the previous Arts Commission WebEx meeting. Reported what he did know – that staff is working hard on assisting artists and creatives during COVID19 time. The majority of funding comes from HOT funds—so with less travel, funds will be much lower. Will have more to report when we know more about available HOT funds moving forward. In the interim, staff has done an outstanding job communicating to the creative community about opportunities and funding. 4. NEW BUSINESS Discussion and Action Items a. Review the Mid-Design Presentation by Artist James Edward Talbot for the Little Stacy Neighborhood Park AIPP Project AIPP staff member Marjorie Flanagan re-introduced the Little Stacy Neighborhood Park project and introduced artist James Edward Talbot for his presentation on his Mid-Design. AIPP Panel had an in depth conversation around community engagement. Expressed interest in more community involvement at this stage of the design. Artist will present design at the June neighborhood association meeting. No action was taken. Staff will prepare a one-pager for the next meeting about how AIPP is pivoting community engagement and input strategies during the pandemic. b. Approve the Final Design by Artists J Muzacz and Polis for the Rosewood Neighborhood Park Bathhouse AIPP Project AIPP staff member Curt Gettman re-introduced the Rosewood Neighborhood Park Bathhouse project and introduced artists J Muzacz and Polis. Final Design was approved (pending User Department approval and Budget Revisions) with a motion by Panel Member Carr and seconded by Panel Member Lemmo. 6-0-0. c. Approve the Prospectus for the Barton Springs Bathhouse Rehabilitation AIPP Project; Laura Odegaard, Sr. Project Manager, AIPP AIPP staff member Laura Odegaard introduced the Barton Springs Bathhouse Rehabilitation project and prospectus for the AIPP opportunity. Prospectus was approved with a motion by Panel Member Barnes and seconded by Panel Member Villanueva. 6-0-0. d. Approve Artwork Donation from Ryan Companies of sculpture Aurorae by artist FYOOG for the City of Austin Planning and Development Center Building. AIPP staff member Frank Wick introduced Andrew Moore, City of Austin Project Manager from Financial Services Department and MV “Ram” Dushyanthram of Ryan Companies to present on the Artwork Donation. Approved with a motion by Panel Member Barnes and seconded by Nolan. 6-0- 0. 5. OLD BUSINESS a. Discussion and Action Items i. Art in Public Places Guidelines Review Working Group Update– Panel Member Villanueva and Panel Member Carr. The Guidelines Review Working Group met in person before “shelter in place” began to update the guidelines. Revisions were sent in backup. Members should review, make comments, and be prepared for a vote in June. 6. STAFF BRIEFINGS None. 7. GENERAL ANNOUNCEMENTS / FUTURE AGENDA ITEMS Vice Chair Rubin asked about an update on the Joint Working Group with the Arts Commission. Panel Member Barnes said he would work on organizing a meeting. Please share the vacancy of the AIPP Panel seat as well as the Georgian Acres Open Call. Officer elections will take place at the June meeting. 8. ADJOURNMENT Panel Vice Chair Rubin adjourned the meeting at 7:35 PM without objection.
