Ben White Blvd. Suite 400 Austin, Texas 78741 512.974.7700 www.austincreates.com PROCESS SUMMARY Rosewood Neighborhood Park ART IN PUBLIC PLACES PROJECT PROJECT SUMMARY On Thursday, December 20, 2018, The City of Austin’s Art in Public Places (AIPP) program of the Cultural Arts Division, Economic Development Department, released a request for qualifications (RFQ) to visual artists or artist teams to design, fabricate, install and de-install a durable, permanent exterior public artwork that reflects the character of the Rosewood neighborhood and thoughtfully considers the history and everyday use of the Rosewood Neighborhood Park. Artists and designers who live and work in Williamson, Travis, Bastrop, Caldwell, Hays, Burnet, and Blanco counties were eligible to apply. Special consideration was given to artists with a lived experience in the Rosewood neighborhood. The total budget for the project is $44,000 with a planned installation date of spring 2020. The deadline to apply was Thursday, February 14, 2019 at 5PM CST. ARTWORK GOALS The Art in Public Places program seeks to commission works of art of redeeming quality that advance public understanding of visual art and enhance the aesthetic quality of public places through the selection of a qualified artist or artist team who can innovatively and thoughtfully design within the context of this project. The goal of the Rosewood Neighborhood Park AIPP Project is to select an artist/artist team who will design artwork that: reflects the nature and character of the Rosewood Neighborhood Park and Pool; conceptualizes a strong overall artwork design approach that Integrates with the site and the required signage for the project; is consistent with and mindful of the historic values of the Rosewood community and Rosewood Neighborhood Park site; is easily maintained and vandal resistant in an exterior environment; and contributes to the depth/breadth of the City of Austin’s public art collection. • • • • • BUDGET The AIPP 2% funding for this project comes from the 2012 Bond. The total award for an artist contract is $44,000, inclusive of design, fabrication and installation, including engineering and permitting fees, travel and shipping expenses, insurance and other project-related costs. Deadline for application was Thursday, April 26, 2018 at 5 pm. An artist information meeting was held on Monday, January 12, 2019 at the Carver Branch Library in the Rosewood neighborhood. An additional artist information session was held in the community at the Capital View Arts First Saturday meeting on Saturday, January 5, 2019. The call was part of a larger outreach initiative which saw shared marketing for four additional calls. On Thursday, May 23, 2019, the Selection Panel met at the African American Cultural and Heritage Facility located at 912 E. 11th Street. With reviewed all 27 eligible applications and recommended 4 artists/teams as finalists: • Polis + Jonathan “J” Muzacz (team) • Chris Rogers • Brian Joseph • Ryan Runcie On Monday, June 24, 2019, the Selection Panel conducted interviews with the four finalists at the Britton, Durst, Howard, and Spence Building located within Rosewood Neighborhood Park at 1183 Chestnut Avenue. They selected the team of Polis + Jonathan “J” Muzacz as their artist recommendation to receive the commission and Chris Rogers as the alternate. The selected artist(s) will be put under a design contract to coordinate with the City and the project’s design team to develop a comprehensive design for artwork. The final design is subject to approval by the Art in Public Places Panel and the Austin Arts Commission and may be subject to review by other relevant City Boards and Commissions and stakeholder groups. ART IN PUBLIC PLACES PANEL (Prospectus) On December 3, 2018, the AIPP Panel approved the Prospectus for the Rosewood Neighborhood Park Art in Public Places Project. Panel Member Little made a motion to approve and Panel member Villanueva seconded. The motion passed 4-0-0. Panel Chair McCray, Arts Commission Liaison Brett Barnes and Panel Member Tammie Rubin were absent. AUSTIN ARTS COMMISSION (Prospectus) On December 10, 2018, Commissioner Polgar made a motion to approve the AIPP Panel’s recommendation for the prospectus for TEMPO 2D 2018. Commissioner Flores seconded the motion. Motion approved (10-0). Commissioner Garza absent. ART IN PUBLIC PLACES PANEL (Artist Selection) On July 8, 2019, the AIPP Panel approved the Selection Process Recommendation for the Rosewood Neighborhood Park Art in Public Places Project. Panel Member Villanueva made a motion to approve and Panel member Carr seconded. The motion passed 6-0-0. Panel Vice Chair Rubin was absent. AUSTIN ARTS COMMISSION (Artist Selection) On July 15, 2019, Commissioner Polgar made a Motion to approve the Selection Panel Recommendation for Rosewood District Park Bathhouse AIPP Project. Commissioner Flores seconded the motion. The motion passed 9-1. Commissioner Fonte voted against. Commissioner Garza Absent. ART IN PUBLIC PLACES PANEL (Final Design) On May 4, 2020, the AIPP Panel approved the Final Design for the Rosewood Neighborhood Park Art in Public Places Project. Panel Member Carr made a motion to approve and Panel member Lemmo seconded. The motion passed 6-0-0.
