AUSTIN INTEGRATED WATER RESOURCE PLANNING COMMUNITY TASK FORCE SPECIAL CALLED MEETING MINUTES Monday, November 4, 2024 The Austin Integrated Water Resource Planning Community Task Force convened in a Special Called Meeting on November 4, 2024, with Social Distancing Modifications. Chair WALKER called the meeting to order at 12:02 pm. Approval of the meeting minutes from the special called October 28, 2024, Task Force meeting. The minutes from the October 28th, meeting were approved on Member MACE’s motion and Member MICHEL’s second on an 8-0 vote. STAFF BRIEFINGS, PRESENTATIONS, AND/OR REPORTS 2. Presentation on revisions to the draft Water Forward 2024 Plan, Water Conservation Plan, and Drought Contingency Plan reports The presentation was made by Marisa Flores Gonzalez, Program Manager III, and Kevin Kluge, Division Manager, Water Conservation, Austin Water. ACTION ITEMS 3. Recommend approval of Water Forward 2024, Austin’s Integrated Water Resource Plan The recommendation to approve the Water Forward 2024, Austin’s Integrated Water Resource Plan, was approved on Member MACE’s motion and Member MICHEL’s second on a 9-0 vote with Member LORENZ absent and one vacancy with the following edits that Austin Water staff agreed to incorporate: - Add a sentence on the Water Forward 2024 Final Plan page 4, paragraph 5: o "With Water Forward 2024 strategies in place, less than 3% of scenarios evidence a shortage through 2060 and approximately 15% of scenarios in 2070 and 2080 evidence a shortage." - Add to the caption of the map on the Water Forward 2024 Final Plan page 30: o "Areas shown in green reflect the Barton Springs Zone, which will continue to be an area of higher priority for conservation for the City of Austin." - Add a sentence to Water Forward 2024 Appendix H page H-13, paragraph 4: o “The organizations we have met with so far are listed in Appendix A." 4. Recommend approval of the revised Water Conservation Plan The recommendation to approve the revised Water Conservation Plan was approved on Member MACE’s motion and Member MICHEL’s second on a 7-1 vote with Member MORIARTY voting no and Member LORENZ and FAUST absent, and one vacancy with the following edits that Austin Water staff agreed to incorporate: - Edit paragraph 6 on Water Conservation Plan page 30: The City of Austin is committed to compliance with the American with Disabilities Act. Between 2019 and 2023, Austin added new residential (SF and MF) and commercial customers and the corresponding water use by for residential and commercial customers increased. (See NEW RETAIL CONNECTIONS table on page 47 and HISTORICAL WATER SALES table on page 48.) Changes in population and water use can impact Austin’s primary water use metric, gallons per capita per day or GPCD. GPCD = Total System Water Use (includes all customer types COMM, IND, RES, INST) / Population Served Growth in residential water use is accompanied by a corresponding growth in population and generally does not cause major changes in GPCD as long as the per capita water use for those new customers is in line with Austin’s water use patterns. Growth in commercial, industrial, and institutional use has a greater impact on GPCD calculations because there is increased water use but no corresponding population growth.” - Delete from Water Conservation Plan page 47 table 1: - Delete from Water Conservation Plan page 47 table 2: o “(Large Volume)” o “(Large Volume)” - Add the following on Water Conservation Plan page 47 below tables 1 and 2: o "The customer types shown in the table above are defined by TWDB in their guidance for the preparation for Water Conservation Plans which can be found online.” 5. Recommend approval of the revised Drought Contingency Plan The recommendation to approve the revised Drought Contingency Plan was approved on Member MATHIS’ motion and Member DIFIORE’s second on an 8-0 vote with Member LORENZ and Member FAUST absent and one vacancy. Chair WALKER adjourned the meeting at 2:16pm. The minutes were approved at the December 3rd, 2024, meeting on Robert Mace’s motion, Perry Lorenz’s second on an 7-0 vote with one vacancy.
