Procurement Language: Austin Financial Services issued a Request for Proposals solicitation RFP 5800 SLW3027REBID for these services. The solicitation was published on November 10, 2025, and closed on December 4, 2025. Of the three offers received, the proposal submitted by the recommended contractor represented best value to the City based on the solicitation’s evaluation criteria. Major scopes of work include reviewing construction safety manuals and specifications for each project, approving general contractors' on-site safety representatives, and assessing and improving general contractors' onsite safety programs and performance. The contractor’s personnel are required to have advanced qualifications and senior-level construction safety experience, as well as in-depth knowledge of Occupational Safety Health Administration construction safety industry standards. The professional services are in-depth evaluations of construction safety for large, complex aviation construction projects. This is a new contract separating ROCIP AUS from the City’s ROCIP 8 program. SMG Group Parent, LLC / Safety Management Group is not the current provider for ROCIP 8 construction safety management services. The requested authorization amount is based on department estimates, historical spend, and pricing submitted in response to the solicitation. An evaluation team with expertise in this area evaluated the offers and scored SMG Group Parent, LLC / Safety Management Group as the best to provide these services based on offeror experience, construction safety management services, reports and records, contract form compliance, price, small business preference, and local business preference. If a contract is not secured, Austin Aviation construction projects may be delayed due to lack of contractor safety specification review and approvals, and costs to the City will increase.
