Funding is available in the Capital Budget of Austin Water. Procurement Language: Austin Financial Services issued an Invitation for Bids solicitation IFB 6100 CLMC1119 for these goods and services. The solicitation was issued on July 28, 2025, and closed on September 4, 2025. Of the eight offers received, the bid submitted by the recommended contractor was the lowest responsive bid received. Additional Backup Information: Cargo Ave, an Austin Aviation maintained road, is the primary access to the buildings on the north side of the cargo ramp. Cargo Ave is currently showing signs of pavement failure, which if unresolved, could impact Austin Aviation cargo operations. Concurrently, TxDOT is expanding SH 71 from US183 to Presidential Blvd. requiring the relocation of an existing 24-inch water line in conflict with the TxDOT work. After review, it was determined that installing a new 36-inch water line under the Cargo Ave pavement would align efforts to City of Austin Page 1 of 2 Printed on 10/31/2025 powered by Legistar™ File #: 25-2256, Agenda Item #: 18. 11/20/2025 reconstruct Cargo Avenue, minimize closures on Cargo Ave., and resolve the conflicts with the TxDOT roadway improvements. This project includes relocation of an existing 24-inch water line in conflict with TxDOT highway improvements along State Highway 71 (SH 71) from US183 to Presidential Blvd. as well as street rehabilitation of Cargo Avenue in the location of the water line work. The work consists of approximately 3,700 linear feet of 36-inch water main and equipment and abandonment of existing 24-inch water line. The work also includes rehabilitation of 8,370 square yards of pavement along Cargo Avenue as well as signage and striping. This project will bring together the efforts of Austin Aviation and Austin Water in the construction of the roadway and utility improvements to reduce impacts to the public, minimize road closures, and reduce costs. A 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. The project proposes lane closures and detours on Cargo Ave. The contractor will install appropriate traffic detour signs and barricades to direct traffic. The contractor will work to ensure that Austin Aviation tenants have access to their driveways at all times. If access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance. In addition, there could be planned temporary water service interruptions, primarily during pipeline tie-in and service reconnection. Austin Aviation tenants and any residents will be notified at least 48 hours in advance of planned service interruptions. Delay or deferral of this contract could lead to impacts to operations at Austin Aviation. In addition, the TxDOT roadway improvements on SH 71 are tentatively scheduled to start within six to eight months after the TxDOT letting process starts, which is tentatively scheduled for December 2026. The water line relocation should be completed in advance of the TxDOT construction contract. The contract allows 340 calendar days for completion of this project.
