MBE/WBE: This contract will be awarded in compliance with City Code Chapter 2-9A (Minority-Owned and Women- Owned Business Enterprise Procurement Program). MBE/WBE Goals will be assigned if appropriate and the vendor will submit a Compliance Plan prior to contract execution. Prior Council Action: October 1, 2020 - Council authorized negotiation and execution of the 2020 Job Order Contract for City Facility Improvements. Additional Backup Information: The purpose of this request is to repair deteriorating connectors on the airport’s cold-water line. To minimize disruption for travelers, the work is scheduled for the winter months, when air conditioning demand is at its lowest. Making these proactive repairs now will help prevent unexpected system failures that could disrupt airport operations and passenger services at the Barbara Jordan Terminal. According to state statute, the City must obtain approval from Council for any individual job order assignment that exceeds $500,000. This request is for the Council’s authorization to negotiate and execute one Job Order Assignment from the Job Order Contract program for an amount not to exceed $1,250,000, inclusive of contingency. City of Austin Page 1 of 2 Printed on 11/4/2025 powered by Legistar™ File #: 25-2382, Agenda Item #: 11/20/2025 Job Order Contracting is a highly responsive contracting method that allows for services where the work is for indefinite time and indefinite quantities and where job order assignments are awarded substantially based on pre-described and pre-priced tasks. Work may consist of facility maintenance, repair, alteration, renovation, remediation, or minor construction of City facilities. Portions of the Barbara Jordan Terminal will have to be closed if one or more chilled water pipe connectors fail. Closures may interrupt the passenger experience depending on the location of the failures causing detours and in severe cases temporarily closing the terminal until the water leak can be shut off and cleaned. Winter is the only practical window to complete these repairs with minimal disruption. If a contract is not approved, the work would be delayed by a full year, increasing the risk of system failure and increased costs. This project is located within zip code 78719 (District 2).
