Purchasing Language: Austin Financial Services issued a Request for Proposals RFP 8100 SAR3011 for these services. The solicitation was published on April 28, 2025, and closed on May 29, 2025. Of the six offers received, the proposals submitted by the recommended contractors represented best value to the City based on the solicitation’s evaluation criteria. Ongoing airport growth also requires planning support beyond the current program, including development of a perpetual Capital Improvement Program and longer-range initiatives that anticipate future infrastructure needs. This approach aligns with the planning philosophy at large-hub airports, which prioritize flexibility, proactive analysis, and readiness to adapt to changing demands. The recommended contractors will assist in defining and enabling projects, resolving conflicts, and aligning project scopes to support coordinated, timely delivery. Services may include, but will not be limited to, Federal Aviation Administration Airport Layout Plan updates, aviation forecasting, feasibility studies, airspace studies, airport land use mapping, terminal, airfield, and landside planning; infrastructure and utility coordination; project phasing; cost estimating; and capital programming. These contracts will replace a contract which expires December 18, 2025. Two of the three recommended contractors are the current providers for these services. Selection was based on qualifications, project team experience, planning strategy, pricing, and local/small business participation. Without this contract, Austin Aviation will lack critical technical support to plan, prioritize, and coordinate major expansion activities and future airport development.
