City of Austin Recommendation for Action File #: 25-1288, Agenda Item #: 85. 7/24/2025 Posting Language Authorize a contract for design and construction services for the Austin Bergstrom International Airport Integrated Baggage Handling System project for the Department of Aviation with Beumer Corporation, in an amount not to exceed $320,000,000. Funding: $320,000,000 is available in the Capital Budget of the Department of Aviation. Lead Department Financial Services Department. Managing Department Department of Aviation. Amount and Source of Funding Funding is available in the Capital Budget of the Department of Aviation. Purchasing Language: The Financial Services Department issued a Request for Qualifications solicitation RFQS 6100 CLMA057 for these services. The solicitation was issued on March 17, 2025, and closed on April 24, 2025. Of the three offers received, the recommended contractor submitted the best evaluated responsive offer. Additional Backup Information: The Integrated Baggage Handling System project is a comprehensive integration of the existing baggage handling system in the Barbara Jordan Terminal with new baggage handling system equipment to be installed in the current Airport Expansion and Development Program (AEDP) projects, including the new Arrivals and City of Austin Page 1 of 2 Printed on 7/1/2025 powered by Legistar™ File #: 25-1288, Agenda Item #: 85. 7/24/2025 Departures Hall, Concourse B and connecting Tunnel. The project includes the design and construction of a baggage handling system with equipment to ensure comprehensive, efficient, and reliable infrastructure to service the current and future demand loads necessary to maintain a high level of service of the Airport and Airlines. The Design-Build contract is recommended for award to the Design-Builder providing the best value to the City, as established through a qualifications-based selection process. A design-build solicitation is a two-step process consisting of Request for Qualifications and Request for Additional Information. A diverse City-staffed Evaluation Panel comprised of technical experts, reviews, scores, and shortlists Design-Builder firms. The result of which is the selection of the highest-ranked firm. Council’s authorization is requested to negotiate and execute an agreement with the highest ranked firm to begin design phase services. DBE goals are initially established for the design phase services only. When Design is sufficiently complete and prior to Construction Phase, DBE goals are established based on identified construction trades. The project is a critical cornerstone of the Airport's overall functionality, ensuring seamless operations and efficiency. This complex, highly technical infrastructure initiative must be executed in tandem with AEDP projects so that the baggage system comes online simultaneously, providing a fully integrated solution for both inbound and outbound baggage handling. Any delay or misalignment in implementation could disrupt essential airport services, causing operational bottlenecks and inefficiencies. Prioritizing the timely and coordinated execution of this project is imperative to maintaining the Airport's ability to deliver a smooth travel experience for passengers and airlines. Early detailed coordination is critical to define the proper right-of-way and baggage handling system equipment within the facilities impacted by the new baggage handling system services, including the New Barbara Jordan Terminal Arrivals and Departure Hall, Concourse A, Tunnel, and Concourse B. If the item is not approved, the future capacity of the baggage handling system will be impacted, and the delivery of the new Arrivals and Departures Hall, Concourse B, and Tunnel will be delayed. The contract allows 1,700 calendar days for substantial completion of construction for this project. This project is located within zip code 78719 (District 2).
