Authorize a contract for airfield marking paint for the Department of Aviation with Crown USA Incorporated, for an initial term of four years with one 1-year extension option in an amount not to exceed $1,300,000. Funding: $65,000 is available in the Operating Budget of the Department of Aviation. [Note: This contract will be awarded in compliance with City Code Chapter 2-9B (Minority-Owned and WomenOwned Business Enterprise Procurement Program). For the goods required for this solicitation, there were no subcontracting opportunities, therefore, no subcontracting goals were established.] 8. Authorize a contract for design and construction services for the Austin Bergstrom International Airport Integrated Baggage Handling System project for the Department of Aviation with Beumer Corporation, in an amount not to exceed $320,000,000. Funding: $320,000,000 is available in the Capital Budget of the Department of Aviation. Discussion on the Draft Airport Advisory Commission Annual Internal Review covering the period of July 1, 2024, thru June 30, 2025, and upcoming year’s goals. Commissioners discussed reaffirming goals adopted last year, including goals no. 4 and 5, and including the goals of focusing on a roadway plan and the customer experience. 7. Review City Council action at the May 22, 2025, meeting – [Item 02] Authorize negotiation and execution of a license agreement with BATX Pipeline, LLC, to govern such entity’s use of approximately 2.5 miles of airport property for a 10-inch diameter underground jet fuel pipeline and appurtenant surface facilities at Austin-Bergstrom International Airport, for a term of up to 40 years. Funding: If construction commences during Fiscal Year, this item is projected to result in approximately $76,583 in additional revenue for the Fiscal Year 2024-2025 Aviation Department’s Operating Budget. Approved on consent. 6 8. Review City Council action on the May 22, 2025 meeting – [Item 03] Authorize negotiation and execution of an amendment to the Amended and Restated Lease Agreement for the Airline Fuel Facility at Ausitn-Bergstrom International Airport with AUS Fuel Company, LLC, to modify the leased premises and add provisions related to the respective rights and obligations of the parties regarding the underground jet fuel pipeline to be designed, constructed, operated, and maintained by BATX Pipeline, LLC, and any appurtenant surface facilities to deliver jet fuel to the Airline Fuel Facility. Funding: If the pipeline project commences during Fiscal Year 2024-2025, this item is projected to result in unrealized revenue in the estimated amount of $539.30 in the Fiscal Year 2024-2025 Operating Budget of the Department of Aviation. Review City Council action at the May 22, 2025 meeting – [Item 04] Ratify an amendment to the Austin-Bergstrom International Airport General Aviation Facility Management Agreement with Signature Flight Support, LLC to add one year to the term, effective March 1, 2025, and the obligation for Signature Flight Support, LLC to provide completed quarterly inspection reports. Funding: $144,579 is available in the Fiscal Year 2024-2025 Operating Budget of the Department of Aviation. Approved on consent. 10. Review City Council action at the May 22, 2025 meeting – [Item 05] Authorize negotiation and execution of a lease with Menzies Aviation USA, Inc. for certain premises consisting of approximately 2,500 square feet of building space and related improvements for its ground handling operations at Austin-Bergstrom International Airport, for a term of five years, with a renewal option for an additional one -year term Funding: this item is projected to result in $22,234.67 of additional revenue for the Fiscal Year 2024-2025 Operating Budget of the Department of Aviation. Approved on consent. 11. Review City Council action at the May 22, 2025 meeting – [Item 06] Authorize negotiation and execution of a lease with Amazon.com Services LLC for certain premises consisting of approximately 50,919 square feet of building space, 37,051 square feet of cargo handling space, 134,629 square feet of aircraft parking area, and related improvements for its air freight and mail handling operations at Austin-Bergstrom International Airport, for a term of five years, commencing after the date of beneficial occupancy, and with an opportunity for an extension term. Funding: This item is projected to result in $22,234.67 of additional revenue for the Fiscal Year 2024-2025 Operating Budget of the Department of Aviation. Approved on consent. 12. Review City Council action at the May 22, 2025 meeting – [Item 13] Authorize a contract for grease, grit, and sediment traps maintenance and repair services for the Department of Aviation with Southwaste Disposal LLC, for a term of five years in an amount not to exceed Department of Aviation. Approved on consent. 13. Review City Council action at the May 22, 2025 meeting – [Item 29] Authorize two contracts for brownfields remediation and impacted soil and water treatment for the Department of Aviation with Clean Harbors Environmental Services, Inc. and Tasman, Inc., each for initial terms of two years with up to three one-year extension options in amounts not to exceed $30,000,000, divided equally between the contractors or the department may 7 choose any contractor that can provide the required services. Funding: $15,000,000 is available in the Capital Budget of the Department of Aviation. Approved on consent. 14. Review City Council action at the June 5, 2025 meeting – [Item 18] Authorize negotiation and execution of an amendment to the amended and restated fixed base operator lease and development agreement with Austin FBO, LLC, for approximately 38 acres of land at Austin-Bergstrom International Airport, to provide for the reimbursement by Austin FBO, LLC, to the City of an amount not to exceed $3,118,000 for the construction and renovation costs associated with the AUS AEDP MFT-Economy Lot 3 Project, as part of the Midfield Taxiway Project, and their proportionate share of the design costs. Funding: Due to the anticipated construction timeframe, this item is not projected to result in additional revenue for the Fiscal Year 2024-2025 Operating Budget of the Department of Aviation. Review City Council action at the June 5, 2025 meeting – [Item19] Approve a resolution expressing the City’s consent, as required by Internal Revenue Code Section 147 (f), to the Public Finance Authority’s issuance of the Series 2024B Tax-Exempt Bonds, in exchange for the Series 2024B Taxable Bonds previously issues for the purpose of making a loan to Austin FBO, LLC, in an amount not to exceed $53,410,000 to provide financing of the cost of the acquisition, construction, and/or equipping of certain facilities at Austin-Bergstrom International Airport and fund related costs. Review City Council action at the June 5, 2025 meeting – [Item 20] Authorize negotiation and execution of an agreement with the U.S. Customs and Border Protection (CBP) for the reimbursement of CBP equipment and software costs related to required Windows 11 upgrades at Austin-Bergstrom International Airport in an amount not to exceed $89,769. Funding: %89,769 is available in the Fiscal Year 2024-2025 Capital Budget of the Department of Aviation. Approved on consent. 17. Review City Council action at the June 5, 2025 meeting – [Item 33] Authorize a contract for safety inspections, emergency repair services, and replacement parts for passenger boarding bridges and related systems for the Department of Aviation with Oshkosh Aerotech, LLC d/b/a Oshkosh Aerotech, for an initial term of three years with two one- year extension options, in an amount not to exceed $7,500,000. Average daily departures decreased from 267 in May 2024 to 260 in May 2025, a decrease of 7 daily departures or 2.8%. Landing weights totaled 1.2 billion pounds in May 2025 representing a decrease of 2.9% compared to May 2024. Cargo volume totaled 11,677 tons in May 2025, a decrease of 11.7% compared to May 2024. May 2025 operating revenue totaled $31.0M, an increase of 10.2% or $2.9M compared to May 2024. The increase in operating revenue primarily results from updated airline rates and charges in FY2025. Operating revenue in May 2025 is composed of 49.4% airline revenue, 49.1% non-airline revenue, and 1.5% interest income. Airport operating expenses totaled $13.2M for the month, an increase of 11.9% or $1.4M compared to May 2024. The increase in operating expense is primarily driven by growth in airport staffing, increased public safety (APD and ARFF) costs, and elevated contractual costs for information systems and building maintenance. Debt service for the month of May 2025 is partially offset as a result of excess funding in debt service reserve funds. Savings of $2.7M resulting from the offset of debt service in the month will be applied to eligible capital projects. AUS reported a $11.7M surplus in May 2025, an increase of $2.7M compared to May 2024, due to increased operating revenues and the release from the debt service reserve fund. 11 Fiscal Year 2025 Financial Results FY2025 Year to Date (YTD) Operating Revenue totals $228.8M compared to $208.5M in FY2024, a 9.8% increase. Airport Operating Expenses totaled $108.3M YTD in FY2025 compared to $98.5M in FY2024, a 10.0% increase. Net income totals $62.1M YTD in FY2025 compared to $55.0M in FY2024, a 12.9% increase. As presented in Table #2, FY2025 revenues are 0.8% or $1.7M below seasonalized budget because of decline in passenger traffic compared to budget. Operating revenue exceeds current year estimate by 1.4% or $3.1M. Airport operating expenses are 0.9% or $1.0M below seasonalized budget and 0.1% or $0.1M above current year estimate. AUS reports net income of $62.1M, which exceeds the seasonalized budget estimate by 19.6% or $10.2M and exceeds current year estimate by 29.0% or $13.9M. West Garage – Lot B – 13308.002 (cid:3511) Planning, design and construction of a multi-level parking garage with an estimated capacity of 7,700 spaces. The designated location for this garage is the current Lot B surface parking area (approx. 326,000 sf), situated directly north of the existing Blue Garage. This project creates additional parking to replace parking and revenue lost due to construction and to meet future demand connected with enplanement growth forecasts associated with the addition of Concourse B. 18 43 Project Descriptions Atrium Infill – 13309.002 (cid:3511) Project will add more square feet to the terminal for security screening, bag check and passenger processing by filling in existing open space above baggage claim. The project will add approximately 12,000 square feet of concourse level floor plate to the Barbara Jordan Terminal. The elevated slab will be constructed while the existing vertical circulation is kept in place. The project will also upgrade the mechanical, electrical and plumbing systems as needed. The suspended slab will likely require enhancements to the existing structural capacity. Utility Infrastructure Campus-Wide – 13307.001 (cid:3511) Design and construct utility systems including reclaimed water, storm drainage, water quality pond/deicing pond, detention pond, hydronic piping (chilled and hot water), AUS medium voltage electrical power distribution center, ductbank, and electrical distribution system, redundant electrical duct banks (as an option), information technology/telecommunications duct banks, and other utility extensions that may be identified as the Journey With AUS program progress and their seamless coordination with other Journey With AUS facilities projects. 19 Central Utility Plant – 13307.002 (cid:3511) Design, construct and commission a new, appropriately sized CUP and associated Thermal Energy Storage (TES) utilizing current efficiency technology, equipment, and operational processes to provide reliable, redundant and resilient service for the existing and future AUS cooling and heating loads.
