Funding for the remaining contract term is contingent upon available funding in future budgets. The solicitation was issued on February 3, 2025, and closed on March 12, 2025. Of the 5 offers received, the recommended contractors submitted the best evaluated responsive offers. The vision of Journey With AUS is to meet the current and future needs of the growing region of Austin while staying true to its roots and elevating the Austin-Bergstrom International Airport (AUS) passenger journey. AUS is classified as a Brownfield Site due to previous operations as a United States Air Force Base and as a commercial airport. Airport development and operational activities occasionally require removal and management of contaminated media (e.g. building material, soil, and groundwater) in accordance with local, state, and federal environmental regulations. These are new contracts for AUS and estimates are based on historical spending and the anticipated amount of contaminated media that will need to be managed during development. The contractors are Occupational Safety and Health Administration Hazardous Waste Operations and Emergency Response-certified and experienced in the handling, management, remediation, and disposal of contaminated media, including building material, soil, and groundwater. AUS’ Environmental Policy Statement states that the Department of Aviation will incorporate sustainable principles, climate resiliency best practices, and environmental stewardship into all aspects of its culture, planning, development, and operations at AUS which will be accomplished by maintaining a program approach to support continued compliance with all applicable environmental regulations. This contract will support AUS’ continued, proactive approach to maintaining environmental compliance. An evaluation team with expertise in this area evaluated the offers and scored Clean Harbors Environmental Services, Inc., and Tasman, Inc., as the best to provide these services based on sample projects concept and strategy, experience, qualifications, and price. This request allows for the development of a contract with a qualified offeror selected by Council. If the City is unsuccessful in negotiating a satisfactory contract with the selected offeror, negotiations will cease with that provider. Staff will return to Council so that another qualified offeror may be selected, authorizing new contract negotiations. This contract is needed to ensure local, state, and federally compliant and efficient handling, management, and removal of contaminated media. If this contract is not approved, AUS will face delays in construction, extended lead times, and possibly expose employees and contractors to chemicals of concern.
