Approve the minutes of the regular AAC meeting on October 9, 2024. A motion to approve was made by Commissioner Valdez; Commissioner Young seconded. The motion passed on a 7-0-1-3 vote. Commissioner Madole abstained. Commissioners Rose, Ennis, and Fang Fang were absent at this vote. 2. Briefing on September 2024 Financial Results presented by Rajeev Thomas, Chief STAFF BRIEFINGS Financial Officer Rajeev Thomas gave briefing. 3. Briefing on Air Service Update provided by Jamy Kazanoff, AUS Air Service Development Jason Alexander, Deputy Chief of Airport Affairs, provided briefing in Jamy Kazanoff’s absence. 4. Briefing on Journey with AUS (AUS AEDP/Capital Improvement Program) Active Projects provided by Lyn Estabrook, Deputy Chief Development Officer Lyn Estabrook gave briefing. 5. Briefing on AUS Short-Term Financing provided by Rajeev Thomas, Chief Financial Officer Rajeev Thomas, joined by Dennis Waley of PFM Advisors, provided briefing. Without objection Item 5 was taken out of order and heard directly after Item 2. 6. Briefing on AUS Lounge Program presented by John Gallo, Commercial Management Division Manager John Gallo provided briefing. DISCUSSION/ACTION ITEMS 7. Authorize negotiation and execution of a contract for an emergency notification system for the Austin-Bergstrom International Airport for the Department of Aviation with Everbridge, Inc., for an initial term of one year with two one-year extension options, for a total contract amount not to exceed $272,090. - Funding in the amount of $68,023 is available in the Fiscal Year 2024-2025 Operating Budget of the Department of Aviation. Funding for the remaining contract term is contingent upon available funding in future budgets. [Sole source contracts are exempt from the City Code Chapter 2-9B (Minority- Owned and Women-Owned Business Enterprise Procurement Program); therefore, no subcontracting goals were established.] Withdrawn by staff. 8. Authorize negotiation and execution of a contract for onsite baggage handling system maintenance & repair support services for the Department of Aviation with Siemens Logistics LLC, for an initial term of three years with two one-year extensions, for a total contract amount not to exceed $32,500,000. - Funding in the amount of $4,875,000 is available in the Fiscal Year 2024-2025 Operating Budget of the Department of Aviation. Funding for the remaining contract term is contingent upon available funding in future budgets. [This solicitation was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the goods and services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established. However, the recommended contractor identified subcontracting opportunities.] Brian Long, Deputy Chief of Infrastructure, joined by Paul Pena, Airport Systems Maintenance Senior Division Manager, spoke on this item. A motion to approve was made by Commissioner Valdez; Commissioner Young seconded. The motion passed on a 8-0-0-3 vote. Commissioners Rose, Ennis, and Fang Fang were absent at this vote. 9. Authorize negotiation and execution of a contract for software licenses and subscriptions, software support, professional services, consulting, and training to support the Department of Aviation’s project management information software system with EC America Inc., for a term of five years in an amount not to exceed $3,670,000. - Funding in the amount of $540,714 is available in the Capital Budget of the Department of Aviation. Funding for the remaining contract term is contingent upon available funding in future budgets. A motion to approve was made by Commissioner Young; Commissioner Brock seconded. The motion passed on a 8-0-0-3 vote. Commissioners Rose, Ennis, and Fang Fang were absent at this vote. DISCUSSION ITEMS 10. Review the Aviation Risk Assessment prepared by the Office of the City Auditor and presented to the Audit and Finance Committee of the City Council on October 9, 2024. Jason Alexander, Deputy Chief of Airport Affairs, provided brief overview of the published report. 11. Discuss possible topics and training materials that can be used for the development of a Commission Orientation for new and existing commissioners, including but not limited to a refresher on the Department of Aviation annual operating budget, capital improvement program, grants, contracts, and quality of services at AUS. Commission will take this item up again at a future meeting. 12. Review City Council action at the October 24, 2024 meeting – [Item 15] Authorize negotiation and execution of a contract for aviation security services at controlled access points with the American Association of Airport Executives, for up to five years for a total contract amount not to exceed $2,266,079. Approved on consent. Tracy Thompson, Chief Officer of Business and External Affairs, noted for the record that this item was approved by City Council on consent. 13. Review City Council action at the November 7, 2024 meeting – [Item 12] Authorize execution of two contracts for shared use printing products and services at the Austin- Bergstrom International Airport with Omnidata Services Inc. and Stanley K. Peterson d/b/a Vidtronix, each for up to five years for total contract amounts not to exceed $2,500,000, divided between the contractors. Approved on consent. Tracy Thompson, Chief Officer of Business and External Affairs, noted for the record that this item was approved by City Council on consent. FUTURE AGENDA ITEMS Commissioners Madole and Young asked what AUS projections are for passengers in the future against planned capacity. Commissioners Young and Madole would like more information on the FAA staffing shortage, specifically noting the delays caused by the staffing issue over the previous weekend (weekend of November 8-10, 2024), and the near-miss incident reported from October. Jason Alexander, Deputy Chief of Airport Affairs, noted that as the staffing is an FAA matter, airport staff did not have specific information but would inquire further with the FAA. Additionally, Deputy Chief Alexander noted that the airspace event in October was under investigation by the FAA and NTSB. The Aviation Department is not party to this investigation, but once a report or other investigative materials were publicly available, staff would forward those to the Commission. NEXT REGULAR MEETING The next regular meeting of the AAC is scheduled for Wednesday, December 11, 2024. ADJOURNMENT Chair Wendy Price Todd adjourned the meeting at 4:21 p.m. without objection.
