Purchasing Language: The Financial Services Department issued a Request for Proposals RFP 8100 MPM3021 for these services. The solicitation was issued on July 29, 2024, and closed on September 5, 2024. Of the three offers received, the recommended contractor submitted the best evaluated responsive offer. MBE/WBE: This solicitation was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the goods and services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established. The baggage handling system is a vital infrastructure to the airport and provides flow of checked baggage supporting the Transportation Security Administration’s (TSA) efficiency and ensuring the safe and efficient operations of the airport. Since opening in 1999, AUS has implemented several baggage handling system expansion projects in 2008, 2015, and in 2024. With the rapid growth AUS continues to experience, the baggage handling system handles over 10 million bags per year. The contract supports the AUS goals to Invest in Infrastructure and provide an excellent AUS Experience to the flying public. The contract is replacing an existing contract which expires on April 23, 2025. A larger baggage handling system was recently placed in service, therefore estimated quantities on this contract are greatly increased from the previous contract. The recommended contractor is not the current provider for these services. An evaluation team with expertise in this area evaluated the offers and scored Siemens Logistics, LLC. as the best to provide these services based on demonstrated qualifications and related experience, assigned personnel, staffing plan, mobilization and transition plan, safety plan, local business preference, small business preference, and price. Without this contract AUS will not be able to properly maintain and operate the baggage handling system, which could result in significant impacts such as, premature luggage loss, mismanagement and untimely delivery of screened passenger luggage, delayed boarding and deplaning of passengers, or non-compliance with TSA regulations.
