Review City Council action at the September 12, 2024 meeting – [Item 3] Approve a resolution authorizing acceptance of grants from the Federal Aviation Administration, the Department of Homeland Security, and other state and federal agencies to the City of Austin, Department of Aviation, for Austin-Bergstrom International Airport for Fiscal Years 2025-2027 in an amount not 2 2 to exceed $500,000,000. Review City Council action at the September 26, 2024 meeting – [Item 9] Approve a resolution regarding the Second Amended and Restated Hotel Management Agreement between Austin- Bergstrom Landhost Enterprises, Inc. and Boykin Prospera, LLC for the operation of the Hilton Austin Airport Hotel, a full-service hotel located at Austin-Bergstrom International Airport. Approved on consent. 10. Review City Council action at the September 26, 2024 meeting – [Item 17] Authorize negotiation and execution of a contract for preconstruction and construction services for the Concourse B and Tunnel Project, part of the airport expansion program, with Hensel Phelps Construction Company, in an amount not to exceed $1,031,000,000. Review City Council action at the August 29, 2024 meeting – [Item 7] Approve an ordinance amending the Fiscal Year 2023-2024 Aviation Department Airport Operating Fund Budget (Ordinance No. 20230816-008) to increase revenue by $10,082,451 and increase appropriations by $10,082,451 for adjustments due to the Aviation staffing market study, expenses related to the improved vacancy rate, wage and vacancy adjustments, and increased commodity purchasing needs. Approved on consent. 12. Review City Council action at the August 29, 2024 meeting – [Item 8] Authorize negotiation and execution of a lease with Air General, Inc., for certain premises consisting of approximately 17,698 square feet of building space, 12,768 square feet of cargo handling space, and related improvements for its air freight and mail handling operations at Austin-Bergstrom International Airport, for a term of five years, with a renewal option for one additional five-year term. Commissioners Todd and Hendricks requested that the Commission be periodically updated on the progress of the soil relocation item. 8 Commissioner Coon restated his request for information on AUS passenger experience metrics. As a follow along, Commissioners Brock and Todd requested a briefing on traffic congestion and mitigation plans. Commissioner Hendricks restated his request for an update on the airport concessions employees labor matter. Commissioners Todd and Fang requested information on any issues or reactions by the airlines, and overall airline sentiment. Average daily departures decreased from 286 in August 2023 to 254 in August 2024, a decrease of 32 daily departures or 12.7% resulting primarily from domestic capacity reductions to better match demand by air carriers. Landing weights totaled 1.1 billion pounds in August 2024 representing a decrease of 8.4% compared to August 2023. Cargo volume totaled 13,175 tons in August 2024, an increase of 13.3% compared to August 2023. August 2024 operating revenue totals $26.8M, an increase of 11.1% or $2.7M compared to August 2023. The increase in operating revenue primarily results from updated airline rates for FY24. August 2024 operating revenue is composed of 47.4% airline revenue, 50.2% non-airline revenue, and 2.4% interest income. Airport operating expenses totaled $15M for the month, an increase of 38.2% or $4.2M compared to August 2023. The month of August 2024 included three pay periods compared to two pay periods in August 2023, which drives additional personnel expense in the month. The increase in operating expenses results primarily from higher personnel costs from increased headcount and wage adjustments, costs associated with APD and ARFF units, and parking management costs. 11 Debt service funded by operating revenue decreased 9.4% or $0.5M in August 2024 compared to the prior year because of the application of interest earned on the 2013 bank loan, 2014 bond issuance, and 2017 bond issuance. AUS reported a $5.4M surplus in August 2024, a decrease of $1.9M or 26.1% compared to August 2023. Fiscal Year 2024 Financial Results FY2024 Year to Date (YTD) Operating Revenue totals $292.9M compared to $253.5M in FY2023, a 15.5% increase. Airport Operating Expenses totaled $138.5M YTD in FY2024 compared to $110.3M in FY2023, a 25.5% increase. Net income before federal relief funding totals $79M YTD in FY2024 compared to $76.3M in FY2023, a 3.4% increase. As presented in Table #2, FY2024 revenues exceed budgeted revenues by 7.3% or $20.0M and exceed CYE by 1.3% or $3.8M. Airport operating expenses are 1.1% or $1.6M below seasonalized budget and 0.5% or $0.7M below seasonalized CYE. AUS reports net income of $79M, which exceeds the seasonalized budget estimate by 50.5% or $26.5M and exceeds CYE by 13.2% or $9.2M. The project includes two bulk fuel storage tanks, three truck offloading systems, transfer/receipt pumping systems, fuel recovery and waste management systems, supporting facilities, two underground fuel transfer lines, upgrades to the existing Fuel Facility and a decorative fence. 39 Project Descriptions West Garage – Lot B – 13308.002 Utility Infrastructure Campus-Wide – 13307.001 Planning, design and construction of a multi-level parking garage with an estimated capacity of 7,700 spaces. The designated location for this garage is the current Lot B surface parking area (approx. 326,000 sf), situated directly north of the existing Blue Garage. This project creates additional parking to replace parking and revenue lost due to construction and to meet future demand connected with enplanement growth forecasts associated with the addition of Concourse B. Midfield Investigations and Vehicle Checkpoints – 6000.121 This project will expand guard-shacks at two vehicle Checkpoints, Alpha and Charlie, to allow efficient and secure access to the Aircraft Operations Area. The AUS shared use system allows airlines to use an airport-owned ticket counter, gate, or self-service kiosks to assist with passenger processing at the airport, reducing wait time at each airline ticket counter. These general self-service kiosks provide passengers with the option to self-check and print boarding passes and baggage tags from any of the kiosks, which enhance the customer service experience. The contracts will also provide for the repair and maintenance of MAP printers used by the airlines as part of the shared use passenger processing systems, to print boarding passes and baggage tags. The requested authorization amount was determined using departmental estimates based on historical spend as well as anticipation of future needs due to airport expansion. These goods are necessary to maintain operations at the airport. If the City is unable to secure a contract, the department will procure these services on an as-needed basis after the current contracts expire, which may result in higher prices and operational costs.
