The solicitation was issued on April 30, 2024, and closed on June 5, 2024. Of the 11 offers received, the recommended contractor submitted the best evaluated responsive statement of qualifications. This project is for the Arrival and Departures Hall (A/D Hall) and is one major element of the Airport Expansion and Development Program (AEDP) and will be designed and constructed while other components are underway. The new A/D Hall will establish a gateway and a new “front door” for the airport and passengers traveling through AUS. The initial phase Base Scope of the new A/D Hall Project includes the removal of the existing Red Garage and other major structures; the re-alignment of Presidential Blvd.; new curbside and roadways; as well as the addition of pedestrian bridges connecting parking and rental car facilities over the curbsides to the new A/D Hall and all associated utilities infrastructure work. Working with the selected Construction Manager At-Risk, the Design Professional will plan and design a new A/D Hall building that will include the passenger ticketing check-in lobby, domestic baggage claim, security screening, enhanced passenger circulation, concessions, public restrooms and related amenities as well as additional space for airlines, the Department of Aviation, tenants including the Transportation Security Administration, and a wide range of airport support and building systems. A direct connection will be made to the existing Barbara Jordan Terminal (BJT) to allow uninterrupted passenger circulation . Planning for phased additions to the Project will be included as part of the design Base Scope. The Baggage Handling System (BHS) will be delivered by a separate BHS design and installation team and extensive coordination will be required of the A/D Hall project team. Additional scope in this phase includes the renovation design required in the existing BJT to support its eventual conversion to a dedicated airside Concourse A. The Design Professional will offer full Architectural and Engineering services across the Design, Construction and Post-Construction phases of the project, encompassing the new A/D Hall and all associated scope in this Project. The consultant will work alongside the Construction Manager At-Risk for the project starting with pre- construction services through the warranty period. An evaluation team with expertise in this area evaluated the offers and scored Skidmore, Owings & Merrill LLP as the best to provide these services based on the team's structure, team's approach, prime firm's comparable project experience, comparable project experience, team’s experience with Austin issues, and City experience with the prime. This request allows for the development of a contract with a qualified offeror selected by Council. If the City is unsuccessful in negotiating a satisfactory contract with the selected offeror, negotiations will cease with that provider. Staff will return to Council so that another qualified offeror may be selected, authorizing new contract negotiations. The A/D Hall is one of the major components of the Airport Expansion and Development Program and a delay on the approval of this RCA will have a negative impact on the ability of AUS to provide to the City and region the airline service needed. The limits of this project are within the boundaries of the airport campus, and no impacts to the surrounding community are anticipated as a result of this project. The Department of Aviation intends to apply for federal airport improvement program grants to partially fund this project. This project is located within zip code 78719 (District #2).
