Purchasing Language: The Financial Services Department issued a Request for Qualifications RFQS 6100 CLMA055 for these services. The solicitation was issued on May 20, 2024, and closed on July 18, 2024. Of the four offers received, the recommended contractor submitted the best evaluated responsive offer. This project is for the Arrival and Departures Hall (A/D Hall) and is one major element of the Airport Expansion and Development Program (AEDP) and will be designed and constructed while other components are underway. This project will dramatically enhance the traveler experience at AUS, addressing critical space constraints and elevating the airport’s functionality. It is arguably the most transformative of the AEDP projects, but also the most complex. At the heart of the A/D Hall project is the construction of a modern facility that will vastly enhance the passenger processing and flow. This new hall is envisioned to be a welcoming gateway to Austin, combining modern architectural design with intuitive functionality to cater to the needs of millions of travelers annually. The new A/D Hall will establish a gateway and a new “front door” for the airport and passengers traveling through AUS. The initial phase Base Scope of the new A/D Hall Project includes the removal of the existing Red Garage and other major structures; the re-alignment of Presidential Blvd.; new curbside and roadways; as well as the addition of pedestrian bridges connecting parking and rental car facilities over the curbsides to the new A/D Hall and all associated utilities infrastructure work. Additional scopes of work in this phase includes the renovation required in the existing Barbara Jordan Terminal (BJT) to support its eventual conversion to a dedicated airside Concourse A. The new A/D Hall building will include the passenger ticketing check-in lobby, domestic baggage claim, enhanced passenger circulation, concessions, public restrooms and related amenities as well as additional space for airlines, the Department of Aviation, tenants including the Transportation Security Administration, and a wide range of airport support and building systems. A direct connection will be made to the existing BJT to allow uninterrupted passenger circulation to the security screening areas. The Baggage Handling System (BHS) will be delivered by a separate BHS design and installation team and will require coordination with the A/D Hall project team. At all times, the operations of the airport must be maintained including pedestrian access to the BJT from the parking lots as well as vehicle curbside drop-off and pick-up of passengers at the BJT. The Construction Manager at Risk will provide pre-construction, construction and post-construction phases of the project, encompassing the new Arrivals and Departures Hall and all associated scope in this project. The consultant will work alongside the Design Professional starting with pre-construction services through the warranty period. Prior to entering into the construction phase, the City will establish DBE goals for construction. The Construction Manager at Risk firm will submit a Compliance Plan meeting the construction goals or documentation detailing their good faith effort(s) to meet the established goals. Additional subcontracting opportunities will also arise during the Construction Phase of this project; however, the specific scopes and magnitude of the construction work cannot be determined until the design has been sufficiently completed. The Construction Manager at Risk method is a project delivery method where the City will contract with an architect/engineer to perform design services and separately contract with a Construction Manager at Risk firm to perform preconstruction and construction phase services. The role of the Construction Manager at Risk firm goes beyond performing general contractor services. The Construction Manager at Risk firm is under contract early in the design process to perform key preconstruction phase services such as collaborating with the City and the design team on scope and constructability to optimize the design and control costs. After design and before the Construction Manager at Risk firm begins construction, the City will negotiate and execute a Guaranteed Maximum Price for the remainder of the work, including actual construction. The Construction Manager at Risk firm is recommended by a City-staffed evaluation panel that evaluated and scored proposals based on published evaluation criteria to determine the highest ranked proposer. The Arrivals and Departures Hall is one of the major components of the Airport Expansion and Development Program and a delay on the approval of this RCA will have a negative impact on the ability of AUS to provide to the City and region the airline services needed. The Department of Aviation intends to apply for federal airport improvement program grants to partially fund this project. The limits of this project are within the boundaries of the airport campus, and no impacts to the surrounding community are anticipated as a result of this project. The contract allows 1,425 calendar days for substantial completion of construction for this project. This project is located within zip code 78719 (District #2) .
