Additional Backup Information: AECOM Technical Services Inc. provides Subject Matter Expert services for the Austin-Bergstrom International Airport (AUS) Airport Project Management team to ensure that industry best practices are in place. The proposed amendment is for AECOM Technical Services Inc. to develop an additional Design Criteria Manual and Subject Matter Expert services for the Integrated Baggage Handling System (IBHS) for the Airport Expansion and Development Program (AEDP) at AUS. The focus of the AECOM Technical Services Inc. BHS Subject Matter Expert Team will include generating a new Design Criteria Manual for procurement of the Design-Build Contractor of the IBHS system for the AEDP. This Design Criteria Manual will outline the required redundancy, performance needs, necessary interfaces, and throughput capacities of the new IBHS. Additionally, the new Design Criteria Manual is necessary to govern the Arrivals and Departures Hall and Concourse B to allow the expanded system to function correctly with the current system improvements. Continuity of AECOM Technical Services Inc.’s role to continue to support this BHS system overhaul is required to allow the expanded system to operate seamlessly and not as multiple segmented parts. In addition, this amendment will allow for maintained continuity during the execution stages of the project. AECOM Technical Services Inc.’s project team have provided support of the ongoing BHS projects. With AECOM Technical Services Inc. in this role, AUS staff can confidently make decisions with the understanding that the technical specialist team is available to provide observation and recommendations, reviews, inspections, testing oversight. This vital support will reduce the opportunities for errors, omissions, and costly schedule and cost changes during execution. If not approved, this will impact the Department of Aviation’s ability to provide appropriate technical review for mitigation of risk by performance of the Design Builder. Without the integrated Design Criteria Manual to provide for a single system design for the complete BHS system, the resulting system could be fragmented and require extensive additional cost and coordination if constructed as individual components with each AEDP project.
