Purchasing Language: The Financial Services Department issued a Request for Qualifications solicitation RFQS 6100 CLMP365 for these services. The solicitation was issued on March 25, 2024, and closed on May 07, 2024. Of the nine offers received, the recommended consultant submitted the best evaluated responsive statement of qualifications. This project is for the Concourse B and Tunnel and is one major element of the Airport Expansion and Development Program (AEDP) and will be designed and constructed while other components are underway. The base scope of work for this project is the new midfield “Concourse B” with a minimum of 20 new airline gates and a new underground tunnel serving passengers, baggage and utilities. The tunnel will connect and integrate into the existing Barbara Jordan Terminal (BJT) and Concourse B through an interface infrastructure. Additional scope includes apron work, temporary hold room, and all associated infrastructure. Based on forecast demand and operational need, there is a potential option for a phased addition of 10 or more gates. Depending on the AEDP schedule the additional scope for the early design of a remote temporary hold room facility on-or-near the maintenance ramp serving multiple gates may be required. The recommended vendor Page/Fentress JV will provide Architectural and Engineering services for Design, Construction and Post-Construction phases of the project, encompassing the new concourse, tunnel, apron work, temporary hold room, and all associated infrastructure. The consultant will work alongside the Construction Manager At-Risk (CMAR) for the project starting with pre-construction services through the warranty period. Delay on the approval of this RCA will delay design and have a negative impact on AUS’s ability to provide airline services needed for the City and region. This request allows for the development of an agreement with the selected firm. If the City is unsuccessful in negotiating a satisfactory agreement with the selected firm, negotiations will cease with that firm.
