FOR RECOMMENDATION a) Authorize negotiation and execution of a multi-term contract with Ford Audio-Video Systems LLC to provide an internet protocol video distribution management system for up to five years for a total contract amount not to exceed $521,000. A motion to approve was made by Secretary Hendricks, Commissioner V. Sepulveda seconded for a vote. Motion passed on a 4-1-1-3 vote. Chair E. Sepulveda votes nay due to a lack of MBE/WBE goals. Commissioner Todd abstained. Commissioners Owens, Maldonado, and Saulmon were absent at this vote. b) Approve a resolution authorizing negotiation and execution of a Local On-System Improvement Project Agreement (LOSA) with the Texas Department of Transportation (TxDOT) for the construction of intersection and operational improvements on US 183 at Metropolis Drive that will allow access to a new fuel storage facility for an additional $748,939, resulting in a total contract amount not to exceed $799,890. 2 A motion to approve was made by Secretary Hendricks, Commissioner V. Sepulveda seconded for a vote. Motion passed on a 6-0-0-3 vote. Commissioners Owens, Maldonado, and Saulmon were absent at this vote. c) Approve a resolution finding the use of the Construction Manager-at-Risk method of contracting, as authorized by Subchapter F, Chapter 2269 of the Texas Government Code, is the project delivery method that provides the best value to the City for the AUS Barbara Jordan Terminal West Gate Extension CMR to build additional gate infrastructure. A motion to approve was made by Commissioner Todd, Commissioner V. Sepulveda seconded on a vote. Motion passed on a 6-0-0-3 vote. Commissioners Owens, Maldonado, and Saulmon were absent at this vote. 5. ACTION ITEMS c) Discussion and possible approval of the Annual Internal Review 2020-2021. A motion to approve was made by Chair E. Sepulveda, Secretary Hendricks seconded on a vote. Motion passed on a 6-0-0-3 vote. Commissioners Owens, Maldonado, and Saulmon were absent at this vote. b) Discussion regarding the timing and location for the resumption of in-person meetings. In person meetings are expected to resume in September but may change based on COVID-19 related restrictions. The Commissioners preferred to keep the meeting time at 3:00PM on Tuesdays as it is currently. 6. (Prepared by Jacqueline Yaft, Chief Executive Officer) MEMORANDUM TO: Chair Eugene Sepulveda and Airport Advisory Commissioners FROM: Jacqueline Yaft, Chief Executive Officer, Department of Aviation DATE: August 10, 2021 SUBJECT: Austin-Bergstrom International Airport (AUS) Update To keep Airport Advisory Commission members apprised of updates from the Department of Aviation, we intend to share monthly updates with you. Please accept the following memo as the latest update from Aviation staff. We thank you for your continued support, especially as AUS navigates the challenges we continue to face due to the effects of the pandemic. Austin-Bergstrom International Airport remains as committed to the health and safety of passengers and employees as ever and we continue to implement health and safety protocols and adapt to the required operational changes. We look forward to providing you with regular updates of our AUS operations. Environmental Assessment AUS is a federally obligated facility and the Airport Expansion and Development Program (AEDP) is triggering the National Environmental Policy Act (NEPA). AUS has consulted with the FAA to determine the appropriate NEPA evaluation method. AUS will perform an Environmental Assessment (EA) to clear the AEDP. The initial phases of the EA are underway including Purpose & Need development, alternative analysis, agency coordination, and public scoping. AUS has a goal of having the final draft EA to the FAA by April 30, 2022 for final approval. Further information regarding the EA will be shared with Commissioners in a verbal briefing in today’s AAC meeting. ABLE Bonds A meeting of the AAC Finance Committee has been scheduled for later in August to provide details regarding the rate covenant compliance under the ABLE bonds with the members of the Committee. 1 Housing and Planning Department Update The Housing and Planning Department received an Affordability Unlocked (AU) and a SMART application for a multi-family project at 1501 Airport Commerce Drive located in a portion of the AO-3 airport overlay zone. Law Department determined that the application and request complies with the parameters of AU and SMART notwithstanding that this specific location is in a portion of the AO-3 overlay zone. Law Department advised the remaining portions of the AO-3 prohibit residential development under AU and SMART. New Art Installation “Meanderwing” by artist Marc Fornes of THEVERYMANY Art and Architecture Studio has been completed (photo enclosed). The AIPP project associated with the Blue Garage/Administrative Building CIP is the largest permanent art installation at AUS since 2015. The installation crew has begun clean-up and the opening of the walkway to the public will happen this week. Press and promotional material will be scheduled for mid-September, however will be in a virtual-only format due to current pandemic conditions. Additionally, there is a new art display across from Gate 12. Long-time East Austinite, painter, and sculptor Reynaldo Alaniz has loaned AUS some of his “greatest hits” for a retrospective display in the Moore’s Crossing Gallery. DEPARTMENT OF AVIATION WRITTEN STAFF BRIEFINGS AUS Air Service Update (Prepared by Jamy Kazanoff, Air Service Development) August 2021 Air Service Snapshot Airlines continue to announce and start new service for the summer and beyond. It is evident they have confidence in summer leisure travel and more importantly, the Austin Texas market. Canada will start accepting U.S. travelers on August 9 and the UK has already started doing so. We are still seeing ~2MM daily travelers passing through TSA checkpoints nationwide but some fear that could wane due in part to the Delta variant and the sluggish return of business travel. AUS has been tracking higher than the national average TSA checkpoint counts. Business travel nationwide is not back and slowed down from last month’s activity nationwide, according to Bank of America, which reports corporate bookings are still down roughly 50% compared to 2019 levels. Airlines are hopeful for a recovery in corporate bookings starting in the Fall, but unsure how fast that will materialize. The chart below shows how COVID-19 has affected AUS capacity with year-over-year change in seat capacity through March 2021, and then 2019 comparisons starting in April. Year-over-year capacity recovered slightly during last summer, then plateaued at down 50% to 60% and is now showing further recovery from March onwards. August and September 2021 schedules have been adjusted by all carriers and most have adjusted October as well. Some have even adjusted schedules through the end of the year. Based on currently filed schedules, capacity will be nearly even with 2019 levels in August and slightly ahead for September. Some carriers will provide as much capacity as 2019 during the summer but most will still be down slightly. The route map below provides a snapshot of current air service at AUS. Highlights of recent air service announcements/developments include: daily service on May 1, 2022 • Air Canada will return to AUS on Sept. 9 with 5 weekly flights, increasing to daily service on Oct. 31 and double • KLM has loaded AMS service for sale effective March 28, 2022 with 3/week on the 292-seat A330-300 • Aeromexico resumed daily nonstop service to MEX on July 2 • VivaAerobus announced year-round service to MTY and seasonal service to MEX which was supposed to launch June 19 with 2/week but due to the FAA downgrade of Mexico to Category 2 for aviation oversight and safety, that may be postponed for 4-6 months • Southwest will serve a record 38 cities this summer including BUR, MIA, MSP, ORD, SNA, SLC & SMF; new service to OKC starts on Oct. 7 and LBB will be restored earlier on Oct. 10 • American is launching 8 new year-round routes (BNA, BOS, IAD, LAS, MCO, MSY, RDU, TPA) and 4 seasonal routes (ASE, NAS, SJD & VPS) this summer; this Fall, AA will add 10 new domestic markets (CVG, ELP, IND, JAX, MCI, OKC, RNO, SJU, STL & TUL) and 4 new international markets (CUN, LIR, PUJ & PVR) up to 75 daily flights • British Airways could resume service Sept. 6 at the earliest; Lufthansa could resume Oct. 1 at the earliest; WestJet is scheduled to return on May 1, 2022 • Allegiant started new service to BZN on May 27 and XNA on July 2 and announced new service to the following markets in November with the start of the new base: AMA, FSD, PVU, SDF, SGF, SNA & TUL • Alaska will serve PSP 5/wk from November 19 – April 18; daily BOI service started on June 17 • Spirit started PNS (3/wk) on June 10; CUN & DTW returned in June; EWR returns in July; MSY & ORD in November; permanently discontinued BNA, BWI & DEN service • Hawaiian started nonstop service to HNL with 278-seat Airbus A330 aircraft twice weekly on April 22 (AUS departures on Thursday and Sunday) and a third frequency will operate May 28 – August 13 • Taos Air resumed service July 1-Sept 27 with 2/wk and then return in the winter for the ski season • JetBlue will debut the A220 on AUS-BOS Sept. 6-Oct. 30; JetBlue discontinued MCO, RDU and SFO New markets that receive incentives include AMA, AMS, ASE, BUR, BZN, FSD, HNL, JAX, LIR, MEX, MTY, NAS, OKC, PUJ, PVR, PVU, RNO, SDF, SGF, SJU, SNA, TUL & XNA. AUS capacity shares by airline in August 2021 are somewhat similar to August 2019 except that American’s capacity share is up 6 percentage points thanks in part to the new domestic and international routes starting this summer. Alaska and Southwest’s capacity shares have increased as well as recently announced service has started this summer. Shares will adjust further as new American and Southwest service is launched this Fall and the Allegiant base opens in November. AIRPORT ADVISORY COMMISSION ITEM 5a. The need for the increase is due to un- forecasted maintenance and repairs across multiple City departments. City departments require consistent and reliable preventative maintenance and repair services for City facilities chiller systems. Chiller systems include air-cooled chillers, chilled water systems, pumps, and cooling towers that make up a part of the facility’s heating, ventilation, and air conditioning systems. Services provided will include monthly or quarterly preventative maintenance, annual inspections, unscheduled repairs, and the installation of repair parts or replacement of like systems.
