2026 Bond Election Advisory Task Force (BEATF) REGULAR CALLED MEETING MINUTES Monday, April 27, 2026 The 2026 Bond Election Advisory Task Force convened in a Regular meeting on Monday, April 27, 2026, at 301 W. 2nd Street in Austin, Texas. Chair Hager called the 2026 Bond Election Advisory Task Force Meeting to order at 2:01 p.m. Board Members/Commissioners in Attendance: Mary Hager, Chair Frances Jordan, Vice Chair Ana Aguirre Nicole Conley Charles Curry Robert Fiedler Luke Metzger Kenneth Standley Ben Suddaby David Sullivan Heyden Walker Kaiba White Board Members/Commissioners in Attendance Remotely: Richard DePalma JC Dwyer Donald Jackson Garry Merritt Rachel Stone PUBLIC COMMUNICATION: GENERAL • Imani Aanu – Spoke to the Task Force in support of adding the Carver Museum to the 2026 bond list. • Katerina Harris- Spoke to the Task Force to support the Garrison Pool renovations in the 2026 bond package. • Heather VanDyke- Spoke the Task Force advocating for the Garrison Pool be included in the 2026 bond package. 1 • John Harris – Spoke to the Task Force asking for support in funding the Garrison Pool renovations in the 2026 bond package. • Janet Iturbe- Spoke to the Task Force and asked for splash pads at the Gus Garcia Recreation Center in the 2026 bond package. • Barbara Scott- Spoke to the Task Force in support of the Colony Park area Library/Public Health facility in 2026 bond package. • Laura Bennett- Spoke to the Task Force in support of the Homeless Strategy Office project. • Adam Greenfield- Spoke to the Task Force in support of sidewalks, bikeways, urban trails, Safe Routes to School, and Vision Zero programs for the 2026 bond package. • Ted Siff- Spoke to the Task Force regarding the recommendation by Austin Outside. • Phillip Martin- Spoke to the Task Force providing data supporting an investment in electric charging stations. APPROVAL OF MINUTES 1. Approve the minutes of the 2026 Bond Election Advisory Task Force Regular Called meeting on April 13, 2026. The minutes from the meeting of (4/13/2026) were approved on MEMBER Sullivan’s motion, MEMBER Suddaby’s second on a (15-0) vote. Member Aguirre abstaining, Member Stone off the dais, and Members Cannon, Hendricks, Kogler, Lugo, and Miller absent. DISCUSSION ITEMS 2. 3. Discussion of the revised and updated Working Group recommendations. A draft of $400 M sub quorum package was discussed to include $50M for the Homeless Strategy Office. The $750M package, the Task Force refined option 3, added stormwater and EV charging funding and created a working draft of $765M. Discussion to continue at the next meeting. Discussion of the Policy recommendations to be included in the Bond Election Advisory Task Force final recommendation. Time expired and item not discussed. DISCUSSION AND ACTION ITEMS 4. Approve the revised and updated Working Group recommendations. The motion to no longer discuss a $750M Bond package failed the motion was withdrawn. The Task Force will now produce both a $750M and a smaller sub-quorum option. The motion to discuss the sub-quorum option first passed. Final approval of both options will take place at the May 4, 2026, meeting. 2 5. 6. Approve the Policy recommendations to be included in the Bond Election Advisory Task Force final recommendation. Time expired and item not discussed, no action taken. Approve revisions to 2026 Bond Election Advisory Task Force Work Plan. The Chair noted that only one meeting remains on May 4 and expressed the goal of finalizing recommendations at that time. No changes or additional meetings were proposed, and no action taken.
