These contracts are to ensure coverage in the event of a disaster. The work consists of all labor, equipment, fuel, and miscellaneous costs necessary to clear, remove, load, and haul debris from public ROWs to debris management sites, temporary debris storage and reduction sites, and/or approved landfills. All work shall follow Occupational Safety and Health Administration and Environmental Protective Agency requirements to maintain a safe working environment. Also, the contractors shall be required to follow Federal Emergency Management Agency (FEMA) practices and guidelines and all other applicable regulations, guidelines, and practices. Utilizing a debris removal and disposal contractor is a necessary step in the FEMA reimbursement process. To: From: Zero Waste Advisory Commission Ken Snipes Director Austin Resource Recovery Date: November 10th, 2021 Subject: Director’s Monthly Report to the Zero Waste Advisory Commission 9 2020 ARR Residential Customer Survey Results Summary The ARR annual Residential Customer Survey is conducted through ARR’s Quality Assurance Residential Quality Services and Austin Energy’s Data Analytics and Business Intelligence teams. This year we incorporated an email and phone component to capture responses from all demographics. By adding the phone component, there was a significant increase in the number of Spanish‐speaking customers that completed the survey. Following are some key findings of the results:  Our customers value our service  922 responses were captured  55 customers completed the survey in Spanish (over the phone)  Satisfaction with ARR employees is 89%  Overall satisfaction with ARR is at 78%  The value of ARR service is at 76% See the attached presentation for more detailed results. Give a Great Story Holiday Campaign The Circular Economy Program’s annual ‘Give a Great Story’ campaign encourages Austin residents to give zero waste gifts during the holiday season — ideas include giving experiences (concert tickets), shared or reused items (vintage jacket from the thrift store), and repaired items (fix a broken guitar). The campaign hopes to replace the need to buy new things during the busiest holiday shopping season of the year. This year, our campaign will promote the relaunch of the ReUse Directory. The ReUse directory is a tool that will help residents locate items and services that are at the heart of giving a great story. Part of our campaign will include a collaboration with Recycled Reads through a curated ‘Give a Great Story’ section in their store. Also, ARR will be hosting two making workshops to teach residents how to create new, wonderful gifts out of old or discarded materials. End of the Year Recap Austin Resource Recovery 2021 1. Completion of Curbside Compost Collection Program. The final expansion, in January 2021, provided service to all remaining ARR customers after a four‐year phased‐in approach that began in 2017. We would like to ask for a favorable recommendation for award on its contract with Universal Recycling Technologies to provide electronics recycling for up to fifty-five months for an amount not to exceed $720,000. This contract will provide for the pickup transportation and recycling of electronics recycling use drop-off center contractor must recycle the materials in an environmentally sound manner in accordance with the eastern standard or responsible cycling of electronic equipment of the Basil Action Network, you know, work as well as clients with all federal state and local laws. To: From: Zero Waste Advisory Commission Ken Snipes Director Austin Resource Recovery Date: October 13th, 2021 Subject: Director’s Monthly Report to the Zero Waste Advisory Commission Toter® Contract Agreement Update In October 2021, Austin Resource Recovery (ARR) intends to seek Council approval to negotiate and execute a five- year cooperative contract agreement with Toter® Waste Container Manufacturer in the amount of $2.6M. There is an increase in the price of carts due to raw materials that are used to manufacture the carts and due to having to order compost carts; however, Toter® does anticipate the cost of raw materials to go down for (resin)., Should this happen, the unit price of carts for the next quarter will decrease. A warranty will provide 12 years of coverage on the cart body and 10 years of coverage on all other cart components. Austin Resource Recovery utilizes Toter® waste containers to provide residential waste, recycle, and compost collection to its customers. The new agreement would enable the City to continue to provide Toter® waste containers specifically using 24, 32, 64- and 96-gallon sizes for collection. Toter® carts are 100% recyclable and are manufactured using up to 50% recycled plastic while being compatible with ARR’s fully automated and semi- automated trucks. Vehicle Fleet Technology Upgrade (VFTU) The Vehicle Fleet Technology Upgrade (VFTU) is the replacement of SWTS, (Austin Resource Recovery's old cart system) with Fleet Mind’s RMS Cart System. The project consists of 3 segments:, the in-vehicle technology installation, the integration of the City of Austin Billing System with RMS and the integration of Austin 311 Service Request System with RMS. The new cart system will facilitate the automation of manual processes. Each segment of the VFTU Project has a separate implementation date. The first segment, the in-vehicle technology installations, was deployed incrementally after the Pilot Phase (per the contract bid sheet). The second segment, the integration of the billing and cart systems, was deployed on July 12, 2021. The final segment, the carts and service request system integration, is schedule for deployment on October 26, 2021. April 23, 2021 ZWAC Construction and Demolition (C&D) Ordinance Reform Committee REGULAR MEETING MINUTES The Construction and Demolition Ordinance Reform Committee of the Zero Waste Advisory Commission (ZWAC) convened in a regular meeting on April 23, 2021 remotely via WebEx. Ian Steyaert called the Board Meeting to order at 1:03 p.m. Board Members in Attendance: Ian Steyaert (chair), Cathy Gattuso, and Amanda Masino Staff in Attendance: Elizabeth Nelson, Selene Castillo, Gena McKinley, Jason McCombs, 1. CITIZEN COMMUNICATION: GENERAL Four (4) citizens spoke during the opportunity for citizen communication. Ross Biel with Recon Services and 3B Recycling in reference to the Qualified Processor section of the C&D Ordinance, addressed that there is not a City Registered Evaluator that verifies third party processor diversion rates alongside RCI (Recycling Certification Institute). Stakeholder Biel also mentioned that processors are not required to register with the City and pointed out that there are issues with processors reporting and reporting accurately, identifying material end markets, and increased pressure to recycle materials that are difficult to divert. Stakeholder Biel pointed out a conflict with RCI allowing fuel burning and the City not allowing burning as a diversion option. Stakeholder Biel spoke of the benefits of RCI certification and the detailed reporting requirements. Walter Biel, owner of Recon Services, and 3B Recycling, discussed the process of becoming RCI Certified, the challenges of recycling construction debris and finding end markets, and the process for becoming a recycler through applying with TCEQ. Stakeholder Biel stated that 70% of the material they receive is wood and burning as biofuel is the only option for this material, which LEED and EPA count as diversion. Stakeholder Biel also spoke about contamination issues at sites collecting comingled recycling that must be landfilled because of that contamination. William Turley, founder and Executive Director of the Construction and Demolition Recycling Association (CDRA) shared facts about C&D materials. Stakeholder Turley mentioned that burning wood biomass is recognized as diversion from the landfill by both EPA and LEED and requested that the City recognize that when certifying facilities since Zero Waste tenets allow for 10% waste to energy. Stakeholder Turley stated that RCI certification is the only program for recycling facilities that has been developed to an ISO level and is recognized by USGBC as the only legitimate program, and that requiring all facilities to be certified would reduce fraudulent reporting and increase reporting accuracy.
