(District 1) MBE/WBE This contract will be awarded in compliance with City Code 2-9B (Minority-Owned and Women- Owned Business Enterprise Procurement Program). Current participation to date is 5.28% MBE and 9.66% WBE. Prior Council Action: July 29, 2021 – Council approved the contract amendment with Carollo Engineers, Inc for the Walnut Creek Wastewater Treatment Plant Headworks Improvements project. October 17, 2019 – Council approved the original contract with Carollo Engineers, Inc for the Walnut Creek Wastewater Treatment Plant Headworks Improvements project. Additional Backup Information: Walnut Creek Wastewater Treatment Plant (WWTP) is permitted to treat and discharge an average daily flow of 75 million gallons per day (MGD) and a 2-hour peak flow of 165 MGD. A portion of the plant effluent is used for non-potable water (NPW) at the plant site and to supply much of the City’s growing Water Reclamation Initiative (WRI) program. The remainder plant effluent is discharged into the Colorado River. The purpose of this project is to rehabilitate and make improvements to Headworks No. 1 at Walnut Creek WWTP. The Headworks (preliminary treatment) is the first step in the wastewater treatment process, where large debris and grit is removed from the raw wastewater. The mechanical and electrical components of Headworks No. 1 are original to the 1977 construction and are at or reaching the end of their useful life. To increase process reliability and to prepare the plant for future flows, Headworks No. 1 will need to be improved and modified to treat 75 MGD average and 150 MGD peak flow, with Item 4 # 24-4619 Water & Wastewater Commission: May 8, 2024 Council: May 30, 2024 a 190 MGD wet weather flow (hydraulic) capacity. The project will also directly improve the wastewater treatment plant’s electrical resiliency. An amendment to the professional services agreement is required to move the project forward into bid and construction phase. This amendment is for additional services for Carollo Engineers, Inc. to provide professional services for Walnut Creek Wastewater Headworks Improvements including construction phase services for construction oversight, submittal reviews, responding to contractor questions during construction, reviewing modifications and preparing as-built drawings. The majority of the work will take place in non-public areas of the plant. A small portion of the work may minimally impact the operation of the septic receiving station, which accepts liquid waste from the public. If authorization is not given to execute an amendment, the rehabilitation of Headworks No. 1 will not be able to move forward. When future flows exceed the capacity of Headworks No. 1, the plant will not adequately accept and treat the influent flows and would pose a greater risk for a wastewater spill. The project is located within zip code 78724, District 1. M/WBE Summary Participation goals stated in the original approved compliance plan for the agreement were 1.9% African American; 9.0% Hispanic; 4.9 Native/Asian American; and 15.8% WBE. Participation for this amendment: Additional authorization has been listed under the Prime consultant. Subconsultant participation for this authorization is unknown. Prior to issuance of a notice to proceed, the Prime consultant will submit their subconsultant utilization plan that will demonstrate how they will use their approved subconsultants in accordance with the established procedures and the MBE/WBE Procurement Ordinance and Rules.
