An Ecological Update Presented to The Mueller Commission June 14, 2022 Agenda • Overview • Flora • Fauna • Infrastructure • Benefits • Parks • Resources • Recognition 2 | RMMA PIAC Presentation | June 14, 2022 An Overview • Sustainability is one of Mueller’s six primary goals, established by a citizen’s task force, long before ”sustainability” was a household word. • Of the 700 acres that were once part of a brownfield site, 140 acres (or 20%) will be parkland and open space. • The entire community was the largest neighborhood in the world and the first in Texas to earn LEED-Gold, Stage 3 certification from the U.S. Green Building Council. • All homes are within 600 feet of nine current and three future parks or other open space. • Mueller’s purposely diverse parkland uses offer a variety of healthy activities for residents, employees and the surrounding community. • The Mueller Team, with support from the Wildflower Center, gathered plant species from the endangered Blackland Prairie between the airport’s runways, cultivated them in greenhouses, then populated them in the Southwest Greenway. • Mueller’s parks utilize recycled content and/or materials that are sourced within 500 miles of the community. • Deconstructed runway material was reused for many of Mueller early roadways, and and even parts of State Highway 130. 3 | RMMA PIAC Presentation | June 14, 2022 Flora • More than 15,000 trees will be planted • Hundreds of these trees were rescued from a Bastrop-area pecan farm that was going to destroyed for more retail • Mature trees that were located at the former airport where the Northwest and Southeast Greenways are located were preserved • Main tree species are: o o o o o Cedar elm Live oak Pecan Bald cypress Bur oak o Mexican sycamore • The live oak tree at the Aldrich St./Mueller Blvd. roundabout is believed to be the largest successful tree relocation in Texas history • Mueller uses native and adaptive plants that use less water and help pollinators like bees and butterflies thrive • Mueller uses a non-seed-producing Bermuda hybrid grass, which requires less water and can better survive Austin’s hot summers • All of Mueller’s trees and garden areas are re-mulched every 1-2 years to help protect roots and maintain moisture for plant life 4 | RMMA PIAC Presentation | June 14, 2022 o o o o The Southwest and Southeast …

POA Long-Term Financials Overview Mueller Commission May 10, 2022 1 Agenda • About the Overall Budget • About the Build-Out Budget • About Reserves • About the Pavilion Pro Forma Mueller Commission, May 10, 2022 | 2 A POA Budget Introduction • A fundamental task of a POA/HOA is to produce an annual budget, based on previous expenses, anticipated revenues, committee input, a reserve study and more. • A budget committee reviews the annual budget before the master board approves it. • The budget is then shared at the annual meeting, posted online and assessment notices are conveyed by newsletter and mail. • Over the years, the budget has become more detailed: o First, by breaking the budget into special service areas like garden homes and pools o Second, by adding line items within sub- categories (for example, specialty mulch used at playscapes is separated by mulch used everywhere else) o Today, there are more than 200 line items Mueller Commission, May 10, 2022 | 3 The Build-Out Budget • With transition from developer to property owners on the horizon, the POA board and staff charted out the draft budget for 2022 through 2026 This is well after the MDA is set to expire in December 2024 o o Main purpose: to show the Budget, Transition committees the financial health of the POA upon build out • It is purposely financially conservative o Many expenses increased annually by 5-6% instead of 3%, due to inflation Hard-to-predict items, such as irrigation utilities, are estimated higher If revenue exceeds expenses, any overage goes to reserves for future larger expenses o o • Currently includes small annual assessment increase (5%) to keep up with increased expenses • Future items are incorporated, such as ballpark figures for future parks maintenance and anticipated additional staff • This “build-out” budget is a working draft that will be updated many times, but it will be published for any Mueller property owners to view online by end of this week Mueller Commission, May 10, 2022 | 4 About the Reserve Study • Is a long-range planning tool that helps POA staffs and boards anticipate and prepare for the cost of repairing and/or replacing a community’s common assets • Presents a prioritized and potential schedule of capital projects and a reserve funding plan to offset future costs associated with repairing and replacing the common assets • We asked the …

RMMA PIAC Residency Requirements: Commissioners discussed Ordinance No. 20150507-023 relating to the residency requirements for service on the Robert Mueller Municipal Airport Plan Implementation Advisory Commission (RMMA PIAC). i. The Commission approved to recommend to council to remove the residency requirements included in Ordinance No. 20150507-023 on Commissioner Krivoniak’s motion and Commissioner Jones’s second on a 4-3 vote. Commissioners Hyde, Hilliard, and Ronsonette voted nay. Commissioner Neider abstained. Commissioners Lima, Martin, and Sokolic were absent. 2. APPROVAL OF MINUTES a. Minutes from the April 12, 2022 meeting were approved on Commissioner Hyde’s motion and Commissioner Luecke’s second on an 8-0 vote. Commissioners Lima, Martin, and Sokolic were absent. ROBERT MUELLER MUNICIPAL AIRPORT PLAN IMPLEMENTATION ADVISORY COMMISSION MINUTES The Robert Mueller Municipal Airport Plan Implementation Advisory Commission convened in a regular meeting on April 12, 2022, at the Austin Energy Headquarters located at 4815 Mueller Boulevard Austin, TX 78723. Chair Michael Jones called the meeting to order at 6:02 p.m. CITIZENS COMMUNICATION a. Ani Colt addressed the Commission regarding the status of the ONEderment Central. b. Martin Jones addressed the Commission to provide an update on the Austin Film Society. 1. NEW BUSINESS a. Update on AISD Middle School at Mueller (AISD): Jeremy Striffler and Shashank Singh (AISD) provided an update on the current designs and construction timelines related to the AISD Middle School at Mueller. b. Mueller Development Update (Catellus): Brian Dolezal (Catellus) provided updates regarding several transportation improvements related to pedestrian and bicycle safety, and traffic control. Additionally, provided updates regarding commercial construction, recent openings, and events. c. Nominations and Election of Officers: Commissioners took nominations and held elections for the following officers: i. Commissioners approved the override of term limits related to the election of officers on Commissioner Luecke’s motion and Commissioner Sokolic’s second on a 9-0 vote. Commissioners Hilliard and Martin were absent. 1 ii. Combined with an action to override the term limits, Commissioner Jones was voted Chair and Commissioner Krivoniak was voted Vice-Chair on Commissioner Luecke’s nomination and Commissioner Hyde’s second on a 9-0 vote. Commissioners Hilliard and Martin were absent. 2. APPROVAL OF MINUTES a. Minutes from the March 8, 2022 meeting were approved on Commissioner Krivoniak’s motion and Commissioner Sokolic’s second on an 9-0 vote. Commissioners Hilliard and Martin were absent. FUTURE AGENDA ITEMS a. The Commissioners and staff discussed the following list of potential future agenda items: i. Annual Report ii. Master Developer Transition Plans iii. Traffic Calming Updates iv. Austin Energy Building Update The Commissioners were asked to provide Chairman Jones with potential future agenda items. NEXT MEETING ADJOURN a.
