Recommendations on Austin Energy Procurement of Utility-Enabled Distributed Solar and Program Design for Underserved Customers March 10, 2020 The Access to Solar Working Group supports the creation of a utility-enabled distributed solar program and urges Austin Energy to move forward with implementation without delay. The Resource Management Commission created an Access to Solar Working Group to develop recommendations for how best to expand access to solar for customers who are low-income, renters, live in multifamily housing or are otherwise underserved by existing solar programs. Austin Energy assembled a Utility Enabled Rooftop Solar for Underserved Markets team, which included two members of the Resource Management Commission, to participate in the Rocky Mountain Institute (RMI) e-Lab Forge workshop on September 16-18, 2019. Following the workshop, these two teams merged and met twice more to develop specific criteria for selecting host sites and program development. These recommendations are the result of consensus from that collective group. The working group recommends that Austin Energy issue an RFP that allows developers to select host sites for Power Purchase Agreements. The working group recommends the following criteria related to project selection: ● Minimum qualifications for proposed projects: ○ If proposing ground mount installation(s), provide evidence that solar is the Highest and Best use for the site ○ Utilize local workforce (at least 80% of workers reside in 5 county Central Texas ○ Developer covers costs from (including) the transformer to the point of generation ○ Meet federal requirement for end of life for solar panels ● Preferred criteria for proposed projects (When proposals are economically competitive Austin Energy will use these criteria to determine highest value.): ○ Low-income customers, renters and/or nonprofit organizations receive monetary ○ Faster development timeline ○ Prefer inclusion of MBE/WBE companies ○ Participating in local workforce development and/or diversity and inclusion ○ End of life plan for recycling solar panels ○ Demonstrable policy or approach to reduce systems’ life cycle environmental ○ Provide tangible benefits (in addition to monetary) to low-income/underserved communities region) benefit program impact The working group recommends the following criteria be used to develop the energy user side of the program: ● Subscription model ● Provide cost savings for lower-income customers (200% of federal poverty level and below) ● Extra outreach to renters ahead of program opening for subscriptions

FINAL DRAFT 03/06/20 Austin Energy Resource, Generation and Climate Protection Plan to 2030 On August 12, 2019, the Electric Utility Commission (EUC) created the Resource Plan Working Group1 (Working Group) to provide leadership and guidance to Austin Energy and the Austin City Council on technical and market issues to meet environmental, efficiency and affordability goals established by the Austin City Council.2 This Austin Energy Resource, Generation and Climate Protection Plan to 2030 (2030 Plan) outlines the Working Group’s recommendations and strategic goals and represents an extensive effort of the Austin community working through the Working Group and Austin Energy staff. The 2030 Plan is based on analysis of the risks, costs and opportunities to meet future demand for electricity. The 2030 Plan is intended to be flexible and dynamic in order to respond to changing circumstances, including customer electric load, economic conditions, energy prices, and technological development, while strictly committing to firm carbon reductions. The 2030 Plan updates and replaces the Generation and Climate Protection Plan to 2027.3 To the extent the provisions of this 2030 Plan are inconsistent with prior resource plans for Austin Energy or related City Council resolutions adopting such plans, this 2030 Plan will prevail upon its adoption by the City Council. The Working Group believes this 2030 Plan is groundbreaking in its approach and can serve as a model for others in achieving immediate, large-scale environmental benefits and reducing emissions, while maintaining affordable electricity rates. Vision Statement This 2030 Plan commits Austin Energy to continuing to provide affordable, dependable and safe electricity service to residents and businesses while pursuing the City of Austin’s climate protection and sustainability goals4 and the directives set forth in the Austin Climate Emergency Resolution.5 As a part of its commitment, Austin Energy will maintain an energy supply portfolio sufficient to offset customer demand while eliminating carbon and other pollutant emissions from its electric generation facilities as rapidly as feasible within the limitations set by the Austin City Council. Further resolved that the following additional items are recommended to the City Council: 1. We recognize that there is no established process for appointment of members for the Working Group that ensures equity, and while efforts were made in 2020, challenges were identified. For this reason, we recommend that Austin Energy and the Electric Utility Commission work with the City of Austin Equity Office to establish a process that ensures future resource planning advisory or stakeholder groups include broad based customer representation, including representatives of residential and limited-income customer advocacy organizations and communities of color; and establishes open and transparent communications procedures providing access to all community members. 2. We recommend that the community group meetings provided for on page 5 of the 2030 Plan should also include groups representing limited-income communities and communities of color. 3. The City should ensure that the risks of the 2030 Plan do not disproportionality fall on limited income communities or communities of color. 4. RESOURCE MANAGEMENT COMMISSION MEETING MINUTES TUESDAY, FEBRUARY 18, 2020 The Resource Management Commission convened a meeting on Tuesday, January 18th, 2020 at Town Lake Center, 721 Barton Springs Road, in Austin, Texas. Commissioners in Attendance: Kaiba White, Vice Chair (District 2); Jonathan Blackburn (District 8); Dana Harmon (District 9); Shane Johnson (District 4).); Rebecca Brenneman (District 10); Lisa Chavarria (Mayor); and Tom “Smitty” Smith (District 5). Commissioners Absent: James Babyak (District 6); Nakyshia Fralin (District 1); Leo Dielmann, Chair (District 7); There is one vacancy (District 3). Staff in Attendance: Hayley Cunningham and Larry Graham of Texas Gas Service; Jamie Mitchell of Austin Energy. CALL TO ORDER – Vice Chair White called the meeting to order at 6:50 p.m. CITIZEN COMMUNICATION: GENERAL Paul Robbins discussed Green Buiding Standards Revisions. Mr. Robbins also offered to provide a twenty minute presentation on this subject. . Consent Items: APPROVAL OF MINUTES 1. Approve minutes of the January 21, 2020 meeting. The motion to approve minutes of the January 21, 2020 meeting was approved on Commissioner Smith’s motion, Commissioner Harmon’s second, on a 6-0 vote, with Commissioner Brenneman abstaining. Chair Dielmann and Commissioners Babyak, Fralin absent. NEW BUSINESS 2. Discussion with Texas Gas Service regarding rebates for new construction Larry Graham with Texas Gas Service discussed natural gas use in Austin, Texas Gas Service’s studies on using alternative sources such as methane from water treatment plants and consumer preferences being met by builders homes. Mr. Graham also providied information on upcoming rate case of Texas Natural Gas Non-Consent STAFF REPORTS AND BRIEFINGS 3. Update on the City’s review of the Texas Gas Service Energy Efficiency/Conservation program. (Rondella Hawkins, Telecommunications & Regulatory Affairs Officer) Citizen Communication: Paul Robbins discussed the proposed rate structure for Texas Natural Gas. Rondella Hawkins, the Telecommunicatins and Regulatory Affairs Officer for the City of Austin discussed the upcoming schedule for the rate case.    Commisisoner Smith queried staff if the Resource Management Commission or the Electric Utility Commission has purview over rates. Staff responded that they did not. UPDATES FROM COMMISSIONERS, WORKING GROUP 4. Update from members of the EUC Resource Planning Working Group: Commissioners Dielmann and White Commissioner White provided an update on the EUC Resource Planning Working Group plan, process, and progress to date. High Performance SmarteBuilding, LLC, D/B/A SmarteBuilding collects energy usage as an automated benchmarking service. It also includes data storage and access capacity not available with other products and services currently on the market. High Performance SmarteBuilding, LLC, D/B/A SmarteBuilding is the sole developer and authorized distributor for the proprietary, cloud-base Information Management System software platform and application.
