COMMUNITY DEVELOPMENT COMMISSION (CDC) April 12, 2022 – 6:30pm Austin City Hall, Board and Commission- Room 1101 301 West 2nd Street, Austin, TX 78701 Some members of the Community Development Commission may be participating by video conference. Speakers may only register to speak on an item once, either in-person or remotely, and will be allowed up to three minutes to provide their comments. Commissioners Deshotel and Garcia joined the meeting at 6:40pm. Commissioners Sepeda and Tolliver were absent, and Commissioner Deshotel left the meeting at 7:10pm. PUBLIC COMMUNICATION: GENERAL The first 10 speakers signed up prior to the meeting being called to order will each be allowed a three minute allotment to address their concerns regarding items not posted on the agenda. Tod Marvin (President, Easterseals), Kori Hattemer (Foundation Communities) and Zenobia C. Joseph addressed the CDC. 1. APPROVAL OF MINUTES Discussion and possible action on the March 8, 2022, Community Development Commission meeting minutes. On Commssioner Garrett’s motion, Commissioner Thompson’s second, the March 8, 2022, minutes were unanimously approved. The City of Austin is committed to compliance with the American with Disabilities Act. Reasonable modifications and equal access to communications will be provided upon request. COMMUNITY SERVICES BLOCK GRANT (CSBG) Briefing and discussion on the Community Services Block Grant (CSBG) (Angel Zambrano, Manager, Neighborhood Services Unit, Austin Public Health) Angel Zambrano presented. 3. PUBLIC HEARING a) Briefing and discussion on upcoming spending priorities for federal housing and community development grants as part of the Community Needs Assessment for the FY 22-23 Action Plan (Max Horstman and Mandy DeMayo, Housing and Planning Department) Mandy DeMayo and Max Horstman presented. b) Conduct a public hearing to receive input on community needs related to housing, homelessness, and community development as part of the Community Needs Assessment for the FY 22-23 Action Plan. Public hearings are required by 1) the U.S. Department of Housing and Urban Development; and 2) the Texas Local Government Code Chapter 373 Community Development 2013-14 Program. The public hearing was conducted and comments were heard from Tod Marvin (President, Easterseals), Kori Hattemer (Foundation Communities) and Zenobia C. Joseph. NEW BUSINESS c) Update on economic assistance program and partnership (Ivanna Neri, UpTogether) Ivanna Neri presented. d) Presentation, discussion and possible action on the definitions, funding, goals, and equity of Project Connect and the Anti-Displacement Community Acquisition Program (ADCAP) (Nefertitti Jackmon & Mandy DeMayo, Housing and Planning Department) Mandy DeMayo and Nefertitti Jackmon presented. On Commissioner Delgado’s motion, Commissioner Thompson’s second, the CDC approved a recommendation in support of the Project Connect Community Advisory Committee’s March 23, 2022, memorandum. e) Presentation, discussion and possible action on HPD Home Rehabilitation Loan Program (HRLP) (Letitia Brown & Mandy DeMayo, Housing and Planning Department) Letitia Brown and Mandy DeMayo presented. f) Review recommendations submitted by the Budget Working Group (Chair Amit Motwani, Commissioner Kendra Garrett, and Commissioner Noe Elias) The City of Austin is committed to compliance with the American with Disabilities Act. Following review, the CDC voted to approve three recommendations drafted by the Budget Working Group. On Commissioner Elias’s motion, Commissioner Garret’s second, Recommendation 20220412-04d(1) to increase assistance for renters was unanimously approved. On Commissioner Delgado’s motion, Commissioner Elias’s second, Recommendation 20220412-04d(2) to increase funding for the community land trust program was unanimously approved. On Commissioner Garrett’s motion, Commissioner Garcia’s second, Recommendation 20220412-04d(3) to increase funding for strategic planning was unanimously approved. g) Hold annual CDC officer elections This item was postponed. h) Reminder regarding the Texas Department of Housing and Community Affairs (TDHCA) Housing Choice Voucher Program pre-application and wait-list process. Chair Motwani reminded the CDC of this TDHCA program. i) Discussion and possible action to honor a CDC commissioner and their service Chair Motwani lead the discussion honoring the service of Commissioner Joe Deshotel, who resigned on this date from the CDC. 4. WORKING GROUP AND COMMITTEE REPORTS a) Update from the Joint Sustainability Committee (Commissioner Fadelu) This item was postponed. b) Update from the Austin Transit Partnership (ATP) Community Advisory Committee c) Update from the Housing Investment Review Committee (HIRC) (Commissioners Garrett & d) Update from the South Central Waterfront Advisory Board (SCWAB) (Vice Chair Paup) (Commissioner Elias) Commissioner Elias gave the update.
